Research On Problems And Countermeasures Of Rural Public Information Service Supply Under The Background Of Rural Revitalization

Rural public information service is an important part of government public service,which can solve the "last mile" problem of farmers’ demand for public services,and plays an important role in the construction of "agriculture,rural areas and farmers".In2017,General Secretary Xi Jinping put forward the rural revitalization strategy in the report of the 19 th National Congress of the Communist Party of China,which pointed out the direction for rural construction in the new era.In 2018,the "Strategic Plan for Rural Revitalization(2018-2022)" was officially released,which put forward clear requirements for the rural grass-roots public service system.The supply of rural public information service is the basic requirement and the only way to implement the rural revitalization strategic goal.The overall goal of the rural revitalization strategy has put forward higher-level requirements and standards for the supply of rural public information services.Providing timely and effective public information service supply is the top priority for developing new countryside construction and improving government information service capability.The rural revitalization strategy has brought opportunities and challenges to the construction of rural public information services.How to effectively supply rural public information services and meet the needs of farmers’ public information services has become a key issue for government departments to solve.This paper summarizes the current research status of rural public information service supply at home and abroad by collecting and sorting out various documents.Selecting public goods theory,public service theory and information service theory as the basic theories of this research,it explained the relationship between rural revitalization strategy and rural public information service supply.Secondly,through the questionnaire design and network research,the current situation of rural public information service supply in Puyang City is investigated,and the relevant data are statistically analyzed.The problems of low content connection,low supply acquisition ability,and insufficient supply professional and technical personnel ability are analyzed again from the perspective of supply concept,supply method,farmers’ public information service demand,supply resource input and supply talent team construction.Finally,according to the actual situation of rural area development in Puyang City,put forward countermeasures and suggestions suitable for the development of rural public information service supply in Puyang City under the background of rural revitalization:clarify and formulate the target requirements and basic principles of rural public information service supply;transform rural public information service Supply concept;strengthen the supply of multiple subjects led by the government;broaden the supply channel of rural public information service;strengthen the analysis of farmers’ information needs and provide accurate information services;to improve the awareness of public information service among peasants;Improve rural public information service supply infrastructure construction;improve the rural public information service supply guarantee mechanism;strengthen the training of professionals in the supply of rural public information services.
