Study On The Problems And Countermeasures In The Fine Governance Of Urban Communities In Hongya County

As important units of social governance,urban communities play a very important role in urban social governance.The quality of community governance is not only related to the fundamental interests of the citizens,but also related to the harmony and stability in the grass-roots level.In recent years,with the acceleration of China’s urbanization process,urban communities have gradually faced new challenges such as large-scale communities,unfamiliar neighborhood relations and diversified demands of interest groups.They have gradually fallen into a practical dilemma of being weak and stretched in fine governance.Focusing on issues such as strengthening and improving community governance,the Party and the Central Government focused on top-level design,holding a series of important meetings issuing a set of guidances and finding out the way to further promote urban and rural grass-roots governance.In combination with the policies issued by the Central Government and the local actual situation,all local governments have carried out many explorations and practices,which have added new connotations into the practice of refined governance for urban communities.The fine governance has already achieved fruitful results.However,due to various subjective and objective factors such as weak role played by the administration departments,lacking of overall planning on the allocation of governance resources and insufficient governance support given to the governance,urban communities still have shortcomings in the quality and effect of fine governance.Taking seven urban communities in Hongya County as an example,based on polycentric governance theory and new public service theory,the problems and solutions of the fine governance of urban communities in Hongya County is studied by using the methods of case analysis,questionnaire and interview.Firstly,the specific practices,achievements and merits of urban communities in Hongya County in fine governance are summarized.Secondly,the problems and causes of the fine governance of urban communities in Hongya County in terms of governance mechanism,governance power and governance guarantee are analyzed.Finally,three countermeasures to further improve the quality of urban governance in Hongya County are put forward,based on the theory of fine governance and the experience of domestic community governance.Based on the theoretical research and practical exploration,this paper draws the conclusion that under the realistic situation of urbanization,taking community as the basic unit of urban grass-roots governance and relying on traditional governance methods alone can not meet the requirements of community residents for community governance.Hongya County has made some useful explorations in the fine governance of urban communities.On the one hand,it has refined the community governance level.taking urban communities as the basic unit and further opening up the "last kilometer" of community governance.On the other hand,it has optimized the way of community governance by establishing community regional party committees,upgrading community party organizations and establishing community self-governing organizations.The main body of community governance will be increased and the power of community governance will be strengthened.At the same time,a series of institutional mechanisms are formulated to promote each governance body to give full play to its role,mobilize the governance subjects at all levels to actually participate in community governance,and form a hierarchical governance pattern with county-level organizational leadership,town level leadership,community level coordination and community level specific implementation.Judging from the actual situation of governance,the refined governance of urban communities in Hongya County has obvious effects on improving the governance quality of urban communities.On this basis,further improving and perfecting the institutional mechanism will play a positive role in solving the problems in governance and improving the degree of governance.
