| On May 31,2021,the Political Bureau of the CPC Central Committee held a meeting to review the Decision on Optimizing the birth Policy to Promote long-term and balanced population development,which marked the country’s full entry and implementation of the "three-child" policy.The policy is also designed to address the country’s aging population and declining birth rate.Undoubtedly,the above moderately easy family planning policy will increase the number of newborn babies in our country,but it will also bring some new social problems like the childcare of infants.The traditional model of caring for young children by grandparents can no longer meet the requirements of today’s society.In recent years,the Chinese government has paid more and more attention to the education and care of infants aged 0-3 years and has continuously introduced a series of policies.Premier Li Keqiang delivers the government work report to the Fifth session of the 13 th National People’s Congress on 2022.The report proposes to improve supporting measures for the fertility policy,include special additional deductions for the personal income tax of infants and young children under the age of 2,and develop inclusive childcare services to reduce the burden of family care.However,due to the late start of our country’s childcare industry and the lack of new childcare models,resources vary from place to place,especially when some childcare institutions abuse infants and children and some food safety issues on the Internet from time to time,like 2019 The incident of "Kunming Rongyou Elementary School Teacher Abusing Infants and Toddlers" caused an uproar on the Internet.These incidents directly affected the experience of infant care services were not conducive to the implementation of China’s loose care policy,and also reduced the people’s sense of happiness and sense of gain.Therefore,more and more attention has been paid to the supervision of nursery institutions.This article aims to discuss the development of China nursery institution industry and the problems and causes of government supervision and put forward targeted suggestions and ideas,which can effectively alleviate the current pressure of infant care in dual-earner families has far-reaching significance for the development of China’s Child Care industry.This paper is based on the current supervision situations of childcare institutions at home and abroad learn through literature research in the childcare field.Then,this thesis defines the core concepts of the childcare,childcare institutions,and government supervision,and applies the theory of responsive supervision,collaborative governance,and total quality management as the main theoretical basis for analysis.Secondly,this paper sorts out the childcare industry development and government supervision status quo of nursery institutions.And take the M institution in the P District of Shanghai as an example to carry out a detailed investigation.Through the questionnaire survey method to carry out a survey of 204 parents of infant babies and 225 teachers of nursery institutions,from the perspective of "consumers" and the supervise which can reach a certain extent,it reflects the current situation of my country’s nursery institutions.At the same time,a special interview was conducted with the relevant staff of the government supervision department of the nursery industry.Taking 8 nursery institutions in the P District of Shanghai as an example,a detailed investigation was carried out,and 225 nursery teachers and 204 parents of young children were investigated through the questionnaire survey method.Learn about the current state of supervision of childcare institutions in Shanghai.At the same time,special interviews were conducted with 4 relevant staff of the government supervision department of the nursery industry,From the perspective of the supervisor,the main department,division of powers and responsibilities,and supervision process of the supervision department of our country’s nursery institutions were understood.After completing the above-mentioned questionnaires and interviews,this paper studies in detail the problems existing in the current government’s supervision of childcare institutions,mainly including imperfect relevant laws and regulations,the relevant regulator is unclear,the supervision force is relatively weak,the supervision technology of government is relatively lagging,the supervision subject is slightly singleness,and at the moment there are some loopholes of institutions which were targeted for monitoring,and through the responsive supervision theory,collaborative governance theory,and total quality management theory,the above problems and root causes are deeply analyzed.In addition,this paper also conducts research and analysis on the successful experiences of the United States,Canada,Australia,Europe,and other western developed countries in terms of childcare models,laws and regulations,and evaluation systems,to eliminate the bad and retain the essence.Finally,this paper puts forward suggestions and countermeasures to improve the industry of childcare institutions in my country,such as improving the legal system of government supervision of childcare institutions,clarifying the main body of government supervision,improving the withdrawal mechanism of childcare institutions,promoting the overall quality management of childcare institutions,bring in artificial intelligence platform into supervision system and cultivate a new model of diversified supervision.This paper summarized the current situation and problems existed in supervision of childcare institutions,and the existing problems and suggestions mentioned in this paper can provide some feasible suggestions for government departments.In the next step to promote the development of my country’s childcare industry,the government departments can further clarify the main body supervision.Institutions,a clear division of powers and responsibilities,and diversified supervision methods and models have guided my country’s childcare industry to a new stage of development. |
