From the beginning of the 21st century,the Chinese government has made many researches on food safety information traceability,and made breakthroughs from legislation to the implementation of specific policies and measures.Food safety information traceability has become an important measure of comprehensive management of food safety.In the form of specific legal provisions,the Food Safety Law of 2015 stipulates the requirements for “China establishes the food safety traceability systems that cover the whole process”.In the same year,Shanghai promulgated the Management Regulations of Shanghai Food Safety Information Traceability,which for the first time requires for information traceability management of nine categories and twenty varieties of food and edible agricultural products produced and operated in the administrative region of Shanghai.The relevant government management departments in C District of Shanghai have continuously strengthened the promotion and implementation of food safety information traceability through measures such as strengthening organizational leadership,constantly improving the working mechanism,carrying out publicity and training of skills,going door-to-door to answer questions and solve problems and strengthening supervision and inspection to ensure standardized operation.These measures have been effective to some extent,but there are still some deficiencies.This paper studies the government management of food safety information traceability in C District of Shanghai by means of questionnaires and individual interviews.It is found that there are six problems in the current work of food safety information traceability,namely unclear division of responsibilities of government departments,weak management guidance and punishment mechanism,scanty management subjects,ineffective policy implementation,lacking of publicity atmosphere,and weak social co-governance.Through analysis,it is found that the deeper reasons for the above problems mainly include the imperfection of relevant laws and regulations,the poor communication of tracing information between government departments,the weakness of local management force,the inadequacy of policy publicity and promotion,and the absence of third-party supervision.At the same time,on the basis of the analysis of current problems and reasons,and the latest researches at home and abroad,this paper puts forward specific and feasible suggestions,such as improving laws,regulations and systems,using convenient and unique platform,strengthening the training of professional talents,increasing support and incentive,broadening the channels of publicity and training,and actively giving play to the co-governance role of social forces,in order to further promote the application of food safety information traceability in the management of food safety,improve the level of management of food safety of C District of Shanghai,and enhance the people’s happiness,security and satisfaction.
