On The Food Safety Information Traceability Legislation

Food safety is closely related to people's human rights such as the right of life and health,which is generally concerned by society as a livelihood issue.Once a food safety accident occurs,it will cause irreversible major harm.The system of food safety information traceability,which is the basis of the food safety control system,has not yet been established.It became one of the major reasons in recent years for the frequent occurrence of food safety accidents in China.A complete food safety information traceability system plays an important role in reducing food safety risks,responds quickly and effectively to food safety incidents,accurately locates the source of the problem,and prevents the loss from expanding in a timely manner.Currently,there are the following problems in China's food safety information traceability:First,the information chain is incomplete and there is a problem of "information islanding";Second,the participation mechanism is not perfect;Third,the incentive mechanism is not perfect.To solve the above problems,the logic of the countermeasures is to restrict the credit behavior of the subject on the basis of information sharing and exchange,to adhere to the social co-governance,and to establish food safety information traceability system.Specifically:First,in terms of information mechanisms,a unified food safety information traceability platform need to be established.The entire process of food safety information links,including information disclosure-exchange-feedback,should be improved to promote the timely and effective delivery of food safety information.Second,in the credit mechanism,the credit file system should be improved to form credit constraints between the subjects.The mechanism of rewards and punishment should be built to motivate the subject.Third,at the level of the co-governance mechanism,we must unite diverse social forces,improve social participation and social supervision to jointly manage food safety issues.Finally,at the level of the accountability system,improving the accountability system as an important guarantee for the establishment of food safety information traceability system.Through the above-mentioned institutional construction,China's food safety information traceability legislation will be improved,and the goal of improving regulatory effectiveness,preventing food safety accidents,and ensuring food safety will be achieved.
