According to the results of China’s seventh national census, the age structure of Shanghai’s population changed significantly in 2020.The population aged 60 and over was 5.8155 million, accounting for 23.4% of the total population,an increase of 8.3percentage points over 2010.The population was further accelerated and deepened. In China’s traditional filial piety culture, parents raise their children, and children grow up to support their parents. There is a relationship of obligation and responsibility between the two.Child feeding is also commonly known as "filial piety" in China. With the gradual development of family pension structure to miniaturization and the enhancement of core family awareness in Shanghai, the pension pressure is increasing, and the subjective support willingness of family members is strong, but the practical difficulties lead to the weakening of family pension function. At present,an innovative solution in line with the development of the times is needed. In the face of the huge pension problem, the government has given a satisfactory answer in terms of policies and service implementation, and has basically solved the first problem "pension",but the state and the government are not only satisfied with "providing for the elderly".The Shanghai municipal government has included meeting the higher-level needs of the contemporary elderly as the focus of its work.We should actively promote and promote the policy support, capital resources, standard setting, supervision and inspection, and personnel training.Combined with the State Council’s vigorous efforts to promote the guidance of actively promoting Internet plus action,we will meet the further needs of the elderly through Internet technology innovation,so that the elderly can enjoy the development achievements of "Internet plus" to share information technology with all mankind. In this paper, more than 180 questionnaires were distributed in Wujiaochang community. At the same time,in Wujiaochang community of Yangpu District, combined with semi-structured interviews, interviews with community elderly workers, elderly groups and family members were recorded. Then through on-the-spot observation, visit the community and observe the daily work of elderly workers.Through the interview and investigation in the community, combined with the collected data for analysis and research. The starting point of the study is the roles and obligations of families, governments, communities and other elderly care subjects.Home-based care services for the elderly in Wujiaochang are analyzed from the perspective of Internet plus in the case of the Internet community.Through the research,it is found that the existing problems mainly include: the imbalance between supply and demand, the relationship between pension happiness and social status, the community pays more attention to nursing than spiritual comfort, the imperfect government evaluation and supervision mechanism, fragmented services, the lack of integration platform and so on.On this basis, some suggestions are put forward, including "Internet plus" policy support, encouraging enterprise capital to enter the market, strengthening personnel training, and encouraging older people to enter the "digital world" and other major recommendations. This study can promote the development of Shanghai’s "Internet plus" pension, enhance the effectiveness of the service for the elderly, promote the development of the pension industry, solve the problems and difficulties of the elderly, and enable the elderly to get more sense of security, sense of well-being and happiness in the development of information technology.
