Study Of Jinan Government Purchasing Community Home-based Elderly Care Services

Since 1990 s,the aging process of China society is accelerating,nowadays China has become a country of old type population.By 2040,the anticipated population ages 65 and older will account for over 20% of total population.At the same time,older population is aging while population aging goes fast: elderly age over 80 is growing at5% per year and will reach a population of 74 million by 2040.Along with the deepening of aging population degree,the problem of supporting elderly has become increasingly prominent,and has become pressure for the whole society.As influenced by traditional concept of providing for the aged,family-providing for the aged is still the main way for the elderly living in cities.Yet as the transition of modern family structure and way of people living,the function of family-providing for the aged is weakening.Also as the population of aging and old people living separately with their adult children continues to grow,problems to taking care,disabled,widowed and spiritual comfort are increasingly prominent.Only family-providing or society-providing can not meet the needs of elderly.New way of supporting the aged is strongly needed as for the useful supplement to the existing supporting model for the aged.As community is closely connected to people’s lives and possesses unique resources and regional advantage,therefore community-based home care for the aged has become a good medicine to cure senior citizen supporting problems.Since 2008,Jinan City started to make experiments on community-based home care project,City Hall purchasing home care service has achieved certain degree of progress,yet some problems remained.The article conducts a study on the operating mechanism and purchasing pattern of City Hall purchasing home care service,analyzes its current situation and existing problems,make countermeasures and suggestions on the base of use domestic and abroad advanced experiences for reference,in the hope of providing theoretical base and guidance for the government making relative policies and develop home care for the aged service.The article is divided into 6 chapters.Chapter 1 introduces the research background and purpose,organizes partial domestic and foreign literature,illustrates the main content,ideas and methods,and innovations of the research.Chapter 2 mainly defines relative concepts,illustrates the theories of City Hall purchasing home care service,including theory of new public management,welfare pluralism,Social embedding theory,Maslow’s hierarchy of needs,etc.Chapter 3 and 4 is the main part of the research.Chapter 3 gives an introduction on current situation of City Hall purchasing home care service from institutional arrangements and measures taken,and through case investigation of three street A,B and C of Jinan City,it is summarized that there are five problems including lack of purchasing power,low specialization level,contradiction of supply and demand,lack of evaluation mechanism,and not enough involvement.And Chapter 4 is about domestic and abroad practices and experiences in order to provide references for solving existing problems of Jinan City Hall purchasing home care service.Based on the analysis and research above,Chapter 5 makes countermeasures and suggestions to Jinan City Hall purchasing community home care service,proposes feasible suggestions mainly through five aspects including the revision of community home care services policies,the enrichment of contents and methods of purchasing community home care services,the strengthening and supporting of pension industry social organizations,attentions to the needs of community home care services,revision of the supervisory mechanism for community home care services.Chapter 6 of the article is about the main conclusion for the research and the vision of the future.Though analysis of above chapters,in this part,the article first makes a conclusion that government purchasing community home care services has become a very important pension system now and then in our country,and proposes that with the joint involvement of all sectors of society,this mechanism will continue to develop and improve,and will play a supporting role in the society pension service in the future.
