| According to the latest data from the National Bureau of Statistics,the number of people aged 60 and above in China has been increasing,with a total of 249.49 million,accounting for 17.9% of the total population.This far exceeds the 10% threshold set by the United Nations for an aging population.China is experiencing rapid population aging,with a large elderly population.As the economic and social development leads to a transformation in family structure,the traditional role of families in elderly care has weakened.Therefore,community-based elderly care models will be the main approach in China at the current stage and for a long time to come.Although China has made certain achievements in community-based elderly care services,compared to major cities,smaller cities like Qionglai face limitations and deficiencies in terms of elderly care facilities and medical resources.Studying the community-based elderly care model in smaller cities can explore how to provide high-quality elderly care services with limited resources.This paper takes Qionglai City’s community-based elderly care services as the research subject,explores and analyzes the existing problems and their causes,and proposes appropriate optimization suggestions to provide better elderly care services for the elderly.The research aims to obtain results that are universally applicable and replicable,which is of great significance for promoting and advancing the development of elderly care services.Based on previous research,this study utilizes Maslow’s hierarchy of needs theory,the new public service theory,and welfare pluralism theory.Using questionnaire surveys and in-depth interviews,a scientifically designed survey questionnaire is constructed to collect information and data on the current status of community-based elderly care services in Qionglai City,reflecting the existing problems.Additionally,through comparative research,the study explores community-based elderly care service models and content in developed cities and regions both domestically and internationally.Drawing on the experiences,the study provides targeted recommendations in four aspects: the government’s leading role,the content of elderly care services,the professional skills of the service team,and innovative means of promoting community-based elderly care services.The following recommendations are proposed to improve community-based elderly care services in Qionglai City: clarifying the government’s leading role in community-based elderly care services,encouraging the participation of social forces in the development of community-based elderly care services,enhancing the multi-level content of physical,psychological,and social elderly care services,strengthening the construction of the elderly care service talent team,and raising awareness of community-based elderly care among the public.The research findings of this study aim to provide effective recommendations for optimizing community-based elderly care services in Qionglai City.This will help achieve a more balanced supply and demand of elderly care services,enhance the quality of life for the elderly,alleviate the burden of family care,and create a favorable environment for community-based elderly care.By focusing on the case of Qionglai City,this research fills a research gap in community-based elderly care services in small and medium-sized cities.It contributes new cases and theoretical support to the academic research in this field.By studying these innovative practices,it can provide policy guidance and reference for similar regions,promoting the improvement and enhancement of elderly care services,improving people’s well-being,stimulating employment,and fostering social harmony and stability in our country. |
