Research On The Problems And Countermeasures Of Institutional Innovation In Bengbu Area Of Anhui Pilot Free Trade Zone

As a new highland of China’s reform and opening up in the new era,21 pilot free trade zones have been approved since Shanghai Pilot Free Trade Zone was officially launched on September 29,2013.The pilot free trade zone has played a more and more important role in promoting the transformation of government functions,the liberalization and facilitation of investment and trade,the legalization and internationalization of business environment,and industrial development.As an important area of Anhui Pilot Free Trade Zone,Bengbu District,since its listing on September 24,2020,has carried out a series of positive explorations and formed a series of innovative issues and achievements by centering on the strategic positioning of "driving along the Huaihe River and radiating to the north of Anhui",taking institutional innovation as the core and industrial development as the main purpose,and striving to promote national trial production and local development through institutional innovation,It has effectively promoted the upgrading of Bengbu’s export-oriented economy and the high-quality development of the economy and society.However,through research,there is a certain degree of gap between the systematicness,integration and originality of institutional innovation in Bengbu District and the requirements for further optimization of industrial development,investment and trade facilitation,and business environment.In order to improve the platform role,carrier function,channel efficiency,and link quality of Bengbu District’s opening to the outside world,in-depth analysis has been made on the problems of institutional innovation in Bengbu District,and targeted countermeasures and suggestions have been put forward,It is of theoretical significance and practical necessity to promote Bengbu District to build a first-class free trade pilot zone.This paper is mainly based on the new public service theory,system innovation theory,policy experiment theory and other related theories,using the methods of literature,qualitative analysis,investigation and analysis,based on the research framework of system innovation in the pilot free trade zone,deeply analyzed the general situation of Bengbu District,the status quo of system innovation and the difficulties faced,and proposed specific measures to accelerate the promotion of system innovation in Bengbu District of Anhui Pilot Free Trade Zone.The study found that Bengbu District has made some beneficial exploration and innovation achievements in the institutional innovation in the financial field and the business environment field,but there are not many participants in the institutional innovation and lack of enthusiasm;There are fragmentation,fragmentation,homogeneity and other problems in the quality of institutional innovation;There is no good mechanism and benign interactive innovation ecology in the method of institutional innovation.Based on the above issues,and on the basis of fully drawing on the experience of institutional innovation in other high-quality free trade pilot zones,this paper proposes to carry out targeted institutional innovation from multiple perspectives such as improving the system,transforming functions,improving the policy system,and implementing national strategies,to vigorously promote the development of leading industries such as silicon based and bio based industries,and to build high-quality free trade pilot zones with convenient trade,diversified investment,and first-class business environment,in order to explore rules,regulations Institutional openness in management,standards and other aspects contributes to the strength of Bengbu District.
