| The process through which an innovation is adopted or reinvented in new settings is known as diffusion of innovation.As a result of the spatial experiment conducted under the new conditions,the Pilot Free Trade Zone Area has produced a sizable number of institutional innovations and has continued to spread these innovations to other locations.This promotes the exploration of innovations over the entire region in trade facilitation and high-quality development.This diffusion is not a one-way policy diffusion,but an autonomous diffusion under the organization.The theoretical foundations chosen for this paper are innovation diffusion theory and bureaucratic economic theory.An analytical framework of "Core Actors-DriversWays" is built on this foundation,focusing on the actors in pilot and introduced areas,the drive of core actors to promote diffusion,and the final form of diffusion.Second,we utilize the Suzhou "1+9" innovation as a case study to explore the real process of innovation diffusion in the Pilot Free Trade Zone Area,its efficacy,current challenges,and sources of dilemmas.Finally,we provide an ideal approach to achieving highquality innovation diffusion.According to the Suzhou "1+9" innovation case,the study finds that the neighboring areas of the Pilot Free Trade Zone Area are established as the linkage areas and innovation introduced areas of the Pilot Free Trade Zone Area by the higher governments.The linkage areas learn and adopt the innovation achievements of the Pilot Free Trade Zone Area and explore them independently.In the"1+9" innovation diffusion process,the core actors are the governments of the Pilot Free Trade Zone Area in pilot areas and the linkage zones in the introduced areas.Four types of diffusion,including replication-localization diffusion,forced-passive diffusion,competitioncompetition diffusion,and cooperation-mutual benefit diffusion,are created under the various combinations of the Pilot Free Trade Zone Area government and the linkage area governments.These diffusions further the system dividends of the Pilot Free Trade Zone Area and realize the improvement of the industrial structure and openness of the entire region.However,the diffusion effect in growth appears shallow due to the uneven responsiveness of the core players,the administrative dominance of the innovation diffusion dynamics,and the fetishism of the innovation diffusion method.The main problem with innovation spread is caused by the slow renewal of core actors,the blatant predisposition toward self-interest,the underdevelopment of market forces,and the conventional administrative structure.The study suggests six optimization paths to achieve high-quality innovation diffusion in Pilot Free Trade Zone Area based on research analysis.These are strengthening conceptual leadership,making good use of the right to try first,improving innovation capabilities,building an innovation diffusion mechanism cluster,building a high-quality diffusion ecosystem,and acting as the government based on market demand. |
