Study On The Development Of Suifenhe Area Of Heilongjiang Pilot Free Trade Zone

The establishment of pilot free trade zones is an objective requirement for China to comply with the new situation and challenge of international competition and cooperation,and an important measure for building the new system of openness economy.In August 2019,Heilongjiang Pilot Free Trade Zone was officially approved to be established,and Suifenhe became one of the three free trade zones,providing a new platform for Suifenhe,a "century-old port",to explore more innovative experiences that can be copied and promoted under the new situation in the new era and to serve the high-quality development of Heilongjiang Province.As the only county area,and rarely seen in the pilot free trade zone matrix of border area,a thorough understanding of pilot free trade zone development rule,the present situation and problems,relying on its geographical advantage and foreign trade base,make full use of the country to give first try policy,study and design Suifenhe Area of Heilongjiang Pilot Free Trade Zone development plan,promote the development of the area to speed up,It is very necessary and urgent to provide experience for the development of similar pilot free trade zones in China.This paper stands on the government’s perspective,combines the thick foundation accumulated in Suifenhe’s exploration of opening up along the border for many years,based on theories of regional economic integration,growth poles,industrial agglomeration,institutional innovation,etc.,and uses literature research,survey research and other methods,this paper first examines the development of Suifenhe Area of Heilongjiang Pilot Free Trade Zone,and introduces the development overview of Suifenhe region in Heilongjiang Pilot Free Trade Zone,and discusses the development and evolution process,infrastructure construction,economic functional areas,the current situation and achievements of industries and other developments in Suifenhe Area of Heilongjiang Pilot Free Trade Zone.And the problems in the development of Suifenhe Area of Heilongjiang Pilot Free Trade Zone;Secondly,on the basis of revealing the current situation and problems in the development of Suifenhe Pilot Free Trade Zone,using the methods of interview survey and questionnaire survey,in-depth investigation and analysis of the causes of the problems,and then put forward the causes of the problems of the development of Suifenhe Pilot Free Trade Zone;Thirdly,the paper studies and designs the development planning of Suifenhe area in Heilongjiang Pilot Free Trade Zone,and puts forward the guiding ideology,target principle,general idea,development goal positioning and key tasks of the planning.In the end,from the aspects of organization,talents,policies,funds,implementation,etc.,the paper puts forward the safeguard measures for the development planning of Suifenhe Area of Heilongjiang Pilot Free Trade Zone.
