A Case Study On The Food Sampling Inspection Service Purchased By The Ziyang Municipal Government

Service-oriented government is an important symbol of modern state governance,and the construction of service-oriented government is also a basic requirement of the modernization of state governance.The purchase of food sampling services is part of the government’s purchase of public services,which can effectively make up for the lack of grass-roots strength and weak professionalism in food safety supervision,it is of great significance to enhance the ability of food safety administration and supervision.This dissertation selects the food sampling inspection service purchased by the Ziyang Municipal Government as the object,by firstly introducing the case through the development background and decision-making,to describe the specific practice and achievement of purchasing food sampling inspection services by the Ziyang Municipal Government.Then,the typicality of case selection is analyzed.In the process of case analysis,based on the theory of government purchase,transaction cost,and administrative supervision,from the practical level to the theoretical level,the experience and inspiration of purchasing food sampling service for Ziyang municipal government is summarized.Combined with the experience of government purchasing public services in typical regions in China,a set of relatively useful experiences for government purchasing public services is constructed.This dissertation considers that in the process of purchasing public services,the government must implement three key measures to ensure the successful implementation of service projects and achieve the set goals,that is,first,to accurately define the scope of services to ensure the smooth implementation of the purchase of public services;second,to strictly select projects to undertake the main body,improve the level of the ability to purchase public services;the third is to supervise the quality control of services,and promote the realization of the value of the purchase of public services.Finally,this dissertation hopes to summarize and generalize the successful experience of Ziyang Municipal Government in purchasing food sampling services for reference by food safety supervision departments in similar regions,and hopes to promote the further refinement on food safety supervision work of grassroots governments in China.
