| Food is the life of the people.The catering service industry is an important part of the food industry.The food safety of the catering service is related to the health and even life of the people.Catering service food safety supervision reflects the governance ability and governance level of the government,which requires to improve the modernization level of governance ability.Under the background of national institutional reform,catering service food safety supervision duty is mainly transferred to the market supervision department,which promotes the original traditional highly-centralized supervision to a more effective governance mode.Catering service food safety supervision is a public affair that requires the joint participation of multiple subjects.The government-led and multi-subject public governance model has been paid more and more attention.The study of catering service food safety supervision from the perspective of public governance theory has both theoretical value and practical significance.This thesis based on the perspective of public governance,from the practice of grassroots,takes Lucheng District in Wenzhou city as research object,with the methods of data analysis,literature analysis,case analysis and other methods to study the food safety supervision in this area.Through the systematic study of typical problems,the thesis puts forward the optimization suggestions.The framework of this thesis is as follows:The thesis introduces the current situation of catering service industry in Lucheng District of Wenzhou and analyzes the difficulties of the current supervision,includes the weak government supervision force,the failure of the relevant catering system,the poor effect of public participation,the limited channels to co-governance.The thesis summarize the reasons from four aspects and put forward the countermeasures of catering service food safety supervision in Lucheng District from the perspective of public governance,and draws the following suggestions: First,strengthen the construction of government supervision capacity,expand the public governance team;Second,the media should be exerted to create a good atmosphere for public governance.Third,to guide consumers to participate in the co-governance of food safety;Fourth,to empower the catering service industry association,to activate a new path of the industry;Fifth,to promote catering service units to behave themselves;Sixth,guide the whole public to participate in and finally form a "1+4+N" public governance network to improve catering service food safety. |
