Hongya County Public Security Bureau Governance Telecom Fraud Investigation

In recent years,with the vigorous development of the Internet industry and technology,the criminal crime types,gang structure and methods have changed significantly.The new network crime represented by telecom network fraud develops rapidly and becomes more and more fierce.Relying on the Internet and various apps,telecom network fraud breaks down a complete criminal process into various links,breeding a gray industry chain that provides communication and money laundering.In the form of outsourcing,these gray industries are independent from each other,with clear division of labor,high efficiency and dispersed risks.In the fight against telecom network fraud,the public security organs generally have problems such as difficulty in investigation and evidence collection,limitation in recovering stolen goods and fleeing.Based on the theory of public security management,the theory of collaborative governance and the theory of administration according to law,this paper makes a systematic investigation on the status quo of Hongya County Public Security Bureau’s control of telecom network fraud by using the methods of questionnaire survey,interview and discussion,statistical analysis and so on.On this basis,it analyzes the existing problems and causes of Hongya County Public Security Bureau’s control of telecom network fraud.Then put forward Hongya County public Security Bureau control telecom network fraud optimization countermeasures.Through interviews with case department leaders and police officers of Hongya County Public Security Bureau and questionnaire survey of the masses of Hongya County,the research finds that the public Security Bureau of Hongya County has a high degree of satisfaction in dealing with telecom network fraud.After the establishment of the anti-fraud center,the incidence rate also decreased.However,due to the characteristics of trans-regional,non-contact,cross-border and intelligent telecom network fraud,there are almost no physical traces for investigation,which brings challenges to the public security organs to crack down on and control telecom network fraud.The Public Security Bureau of Hongya County undertakes the main task of combating and controlling telecom network fraud in a county.The continuous case situation makes the public Security Bureau of Hongya County encounter unprecedented pressure in terms of police deployment,cooperation with all units to fight,and protection of people’s property security.On the whole,Hongya County Public Security Bureau has the following problems in the management of telecom network fraud: the publicity and popularization work is not in place,the collaborative governance system is not perfect,the way of investigation and evidence collection is lagging behind,the recovery of stolen goods and escape mechanism is not perfect;The main reasons for these problems are as follows: the concept of governance needs to be improved,the system design needs to be improved,the security system needs to be strengthened,and the technological upgrading needs to be accelerated.Aiming at the current situation and existing problems of Hongya County Public Security Bureau’s management of telecom network fraud,this paper puts forward the optimization countermeasures.First,the concept of collaborative governance should be established.This requires the public security organs to strengthen the sense of coordination among all departments internally,and to promote the formation of a sense of coordination among other government agencies,enterprises and public institutions and local people externally.Secondly,we should promote the improvement of the existing system,focusing on improving the existing joint conference system,information co-system,enterprises and public institutions participation system.Thirdly,we should promote the construction of governance organization system,including establishing an integrated organizational leadership system,enhancing the professional ability of public security teams,and strengthening the construction of social grid linkage body.Finally,supporting mechanisms for governance should be integrated,including enhancing the level of information technology in governance,improving publicity and popularization,and encouraging local governments to strengthen material supply.
