A Research On Cooperative Governance Of Telecom Network Fraud

After Xu Yuyu,a university in Shandong Province,died in August 2016 after being defrauded,the community has paid unprecedented attention to the prevention of Telecom network fraud,through the joint efforts of Public Security,information and communication,bank and so on,the trend of the crime of telecom network fraud has been partially curbed for the time being,but many problems have been exposed in the process of coordinated management.From the perspective of information and communication industry,this thesis analyzes the status of Telecom network fraud cooperation governance in Z province,finds out the existing problems,and gives the corresponding ways to improve,in order to promote the coordination of our information and communications industry governance system to further improve.Based on the basic principle of“Cooperative governance theory”,combined with case analysis and other related research methods,this thesis makes a deep discussion on it.Starting with the main body and operation process of the coordinated governance system established by the information and communication industry in z province,this thesis expounds the functions and mechanism of the government,enterprises and social main body in the coordinated governance.It is mainly manifested in the following aspects: lack of legislative protection,insufficient regulatory capacity,and interest barriers between industries;and the process problems are manifested in the process concept of“Development first,governance later” in the information industry,information Governance Information and information resources sharing and sharing,as well as information system information resources and social resources integration and integration of information resources.Finally,this thesis analyzes the information industry of z province from three aspects,and points out the different governance models of improving the coordination governance mechanism among government,government,enterprises and society.First,we should further improve the coordination and governance system among countries,strengthen the formulation of laws and regulations,and strengthen the coordination and governance mechanism of supervision and management.Second,we should improve the cooperative relationship between the government and enterprises,including management system,responsibility assessment,risk assessment and information technology sharing and other collaborative governance mechanisms.Third,we should improve the mechanism of coordination between government and society,strengthen the guidance of publicity,foster public participation,and let the public do a good job of monitoring and evaluation.
