After the reform and opening up,China’s urbanization construction began to develop rapidly.However,due to the imbalance of speed and quality of economic development,the supply and allocation of educational resources in the stage of compulsory education are unbalanced.Meanwhile,the quality of compulsory education in most small and medium-sized cities is relatively low,high-quality education resources are tend to centralize,as a result,the problems of craze for choosing top school and difficult enrollment are prominent.But as an important component of social equity is educational equity,General Secretary Xi Jinping pointed out in the report of the 19 th National Congress of CPC that China’s education focus is to promote educational equity.In order to conclude the main responsibility and important role of the government in allocating educational resources and realizing educational equity,therefore,this thesis takes the expansion of Hangxiang Nine-year Compulsory School in Yanjiang District Ziyang City as a case to study how the Government of Yanjiang District solves the imbalance between supply and demand of compulsory education resources.Through the methods of literature reference,data analysis and field visits,the New Public Service Theory is introduced,and the following main research contents are determined: Firstly,elaborate the current situation and reasons why school-age children have difficulty in enrolling the Hangxiang Nine-year Compulsory School district of Yanjiang District in detail;Secondly,it deeply analyzes three measures and their mechanism of the Government of Yanjiang District in order to solve the problem of school-age children’s enrollment difficulty in Hangxiang Nine-year Compulsory School district,including interest aggregation mechanism in the measure goal stage,guarantee mechanism in the choice of measure tools and the cross-departmental coordination mechanism in the measure implementation stage.Finally,reached the enlightenments from the case of the expansion of Hangxiang Nine-year Compulsory School by the Government of Yanjiang District,and some suggestions are put forward to solve the enrollment difficulty.The thesis found three practical effects of the government’s measures which solved the allocation of compulsory education resources through the in-depth study of the case and elaborating the objectives,main practices and effects of the Three Mechanisms adopted by the Government of Yanjiang District while taking measrues in detail: it ensured the right to study of the school-age children of 2018,alleviated the degree shortage in the school district in the following years,and rationally allocated educational resources to avoid idle resources.In the end,this thesis extracted the good practices and experiences from the government’s measures which solved the problem of the allocation of compulsory education resources,and summed up three enlightenments:in the process that the government solves the problems in the equalization of public services in education,it is necessary to unimpede the expression mechanism of citizens’ demands,establish policy implementation guarantee mechanism,and set up a cross-departmental collaboration mechanism.This has certain reference significance for county and district local governments which take public service as main responsibility to solve the problem of compulsory education resource allocation.
