A Case Study Of Administrative Approval Reform In Wuhou District Of Chengdu

In order to strengthen the all-round management of the national economy,culture and social life,our country established the administrative examination and approval system in the era of planned economy,and regarded it as an important management method.With the rapid development of the economy and society,the disadvantages of this system have gradually emerged,and it is difficult to mach the needs of deepening reform and opening up and the market economy.In December 2008,the Wuhou District of Chengdu opened the first of it’s kind in the country,established the first administrative examination and approval bureau,creating a new chapter in the reform.The establishment of the Administrative Examination and Approval Bureau has improved the scientific level.However,due to the influence of various factors,the reform in Wuhou District,Chengdu is not smooth sailing.With the deepening of the reform,bottlenecks such as fragmentation of the relationship between the upper and lower levels of the reform,fragmentation of inter-ministerial relations,and fragmentation of the relationship between the government and society have gradually become prominent,hindering the reform system from being effective.In this regard,Wuhou District,on the basis of the original system reform,carried out the "secondary reform",focusing on building a high-quality,efficient,fair and inclusive,convenient and efficient government service system.Thesis takes the holistic governance theory as a research and analysis tool,adopts the research method combining case study,and reviews the theoretical research and practical exploration of the reform system in our country and abroad.The reform is the object of case study.In the deepening of the administrative examination and approval system reform in Wuhou District,Chengdu,the integration of upper and lower relations is achieved by improving the system and mechanism,the integration of inter-ministerial relations by promoting the coordination of examination and management,and the integration of government and social relations by establishing an intelligent examination and approval system,etc.Practices and key factors are described and analysed.Through analysis and research,three inspirations are drawn: first,perfecting the system and mechanism is the forerunner of the reform of the administrative approval system;second,promoting the coordination of review and management is the key to the reform of the administrative approval system;third,the establishment of an intelligent approval system is the key to the reform of the administrative approval system Powerful pusher.Thesis makes full use of the three aspects of integration mechanism,coordination mechanism and information tools in the theory of collation governance,and deeply analyzes,summarizes and refines the effective measures for deepening the reform in Wuhou District,Chengdu,and forms an operational The experience and methods of this study will provide useful reference for further promoting this reform work and deepening the reform in other places.
