Study On The Management Of Public Service Funds Purchased By Midong District Government Of Urumqi City

On March 1,2020,the Ministry of Finance published and implemented No.102 Decree“Administrative Measures for Government Purchase of Services”marking that China has officially entered a new period of public service development period,that is,the institutionalization and standardization of government purchase of public services.As far as the current situation is concerned,a large number of social public services organizations are involved in the process of purchasing public services by local governments in China,which makes the process of government purchase of public services more complex,and makes it more difficult to purchase funds and manage them.Based on the new public management theory,public finance theory and entrust-agent theory and other theoretical knowledge,this paper conducted a systematic study on the fund management in the purchase of public services by government departments,and used questionnaire survey and interview to conduct in-depth research and analysis on specific problems.The study took the government departments of Midong District as the research object.A total of 100 questionnaires were distributed and 100 questionnaires were returned,with an efficiency of 100%.Through information collection and integration,the fund management problems in the government departments purchase of public services in Midong District can be found,including unscientific fund budgeting,lack of management of fund use,loopholes in the performance evaluation system,and weak fund supervision.Through analyzing the experience of some domestic government departments in purchasing public services,together with the actual development situation of Midong District,the paper proposed feasible optimization improvement countermeasures.Through the research,it drawed conclusions to improve the fund management system,enhance the scientific budget,enhance fund management,improve the performance evaluation system on fund use,strengthen fund supervision to improve the effect and quality of fund management Midong District government departments,and provide support for government development.
