Midong District Government In Farmers’ Professional Cooperatives Research On The Role Of Development

Agricultural prosperity is based on solid foundation,rural stability is the world’s security,and rich farmers are the country’s prosperity.Rural revitalization is the premise of realizing national modernization and great rejuvenation of the Chinese nation.Agricultural modernization is the essence and breakthrough of rural revitalization.Farmers’ professional cooperatives are the important way to realize agricultural modernization.The development of farmers’ professional cooperatives is the result of the interaction of market,farmers and government,in which the leading role of the government can not be replaced.It is of great significance to study the role of the government in the development of farmers’ professional cooperatives.This paper chooses the farmers’ professional cooperatives in Midong District as thetypical research object,combs the government’s role and development effect in thedevelopment of farmers’ professional cooperatives in Midong District,and makes effective analysis by using cooperative economy theory,government behavior theory,market regulation theory and new public service theory.The results show that the farmers’ professional cooperatives in Midong District have made remarkable achievements both in quality and quantity,but the government,as a functional department of the management of farmers’ professional cooperatives,has a certain degree of "offside" and "dislocation" in its development process,as well as the inadaptability of government management system and operation mechanism.The reasons for this are that the government departments are not sure about their roles and ways of intervention,which limits the autonomy of farmers to a certain extent;there are deviations in the understanding of farmers’ professional cooperatives by the government management departments,and the phenomenon of "shell cooperatives" and "zombie cooperatives" is more common;There are many problems in government management,such as inadequate financial support,inadequate publicity and guidance,and inadequate technical assistance.Finally,learning from the experience of the government in the development of farmers’ professional cooperatives in developed regions both at home and abroad,this paper puts forward some effective suggestions and Countermeasures to promote the sustainable and healthy development of farmers’ professional cooperatives in Midong District.
