Researchon The Development Path Of Village Party Branch Lading Cooperatives

Rural economic development must rely on the drive and guidance of the party branches in the first line villages,and provide assistance for the modernization and transformation of the agricultural industry through the rational and optimal allocation of regional resources.In the new era of socialism with Chinese characteristics,the grand layout task of rural economic construction clearly puts forward more stringent requirements for the high-quality growth of rural economy.However,considering the actual situation,The trend of historical development and the demand of China’s development have put forward higher requirements for the quality of economic growth.Although under the grand layout of "revitalizing the countryside strategy",many rural areas in China have issued and implemented a series of preferential policies to encourage production,it still fails to completely change the declining trend of economic development in rural areas.This is mainly because the current economic development model implemented in rural areas is still relatively backward,lacking new economic growth points and a single industrial structure.Therefore,in the process of exploring the road to rural revitalization,Yantai city aims at the goal of "five revitalization" synchronization,and in 2017,it took the lead in putting forward the development concept of "village Party branch leading cooperatives" in the country and putting it into practice.However,on the road of exploring the development of cooperatives led by the village Party branch,it still needs to face many risks and challenges,such as the ownership and distribution of interests of cooperatives,the procedures of running and managing cooperatives,and the production and profit model of cooperatives.It is difficult to find countermeasures by fully referring to the commercial economic model.Therefore,only by combining the successful case experience of the existing village Party branch leading the cooperative and deeply exploring the scientific development path and direction of the cooperative,can it be possible to form a broad radiation impact in rural areas.Taking Longkou City,Shandong Province as an example,this paper makes an in-depth understanding and analysis of the work of promoting the village Party branch led cooperatives in Longkou City in recent years,summarizes the development mode of the Party branch led cooperatives,and conducts a visit survey in the form of on-the-spot investigation.It selects 14 different towns and more than 100 people associated with the Party branch led cooperatives to conduct a field visit survey,We have a clear understanding of the situation of the village Party branch led cooperatives in Longkou City,deeply analyzed the current situation of all the village Party branch led cooperatives in Longkou City,analyzed the problems faced by the village Party branch led cooperatives in the process of high-quality and sustainable development,Combined with the current situation of Longkou City,the corresponding solutions and suggestions are put forward.The research results are divided into eight parts according to the nature of the content: the first part is the introduction,which mainly introduces the background and significance of the research topic,the significant theoretical research on cooperatives at home and abroad,the innovation and practical difficulties of the theoretical research on the topic,and the research ideas and framework.The second part is the concept definition and theoretical basis.It mainly introduces the concepts related to the cooperative led by the village Party branch,explains the theoretical basis of the cooperative led by the Party branch,and puts forward the internal requirements of the farmers’ professional cooperative to the village Party branch.The third part is the development process of farmers’ professional cooperatives,which is divided into three stages: sprouting,starting,deepening and accelerating.The fourth part is the development status of the cooperative led by the village Party branch of Longkou City.In the fifth part,using the method of measurement model analysis,the author quantifies the scoring results of the influencing factors of Smith’s public policy implementation model,and gives the inference of the role of each factor in the development of cooperatives.The sixth part uses qualitative analysis to analyze the development path of the cooperative led by the village Party branch in Longkou City.The seventh part is on the basis of summing up the previous inferences,and makes a preliminary discussion on the effective ways for the village Party branch of Longkou City to lead the front-line agricultural producers to establish cooperatives.The eighth part is the conclusion,mainly including the theoretical results of this study and the follow-up prospects.
