Study On Countermeasures To Improve The Ability Of Rural Party Branch Secretaries Under The Strategy Of Rural Revitalization

The strategy of rural rejuvenation is an important measure proposed by China in the new era.It is the correct way to solve the "three rural issues".It is also a "new engine for improving the social governance of the economic system and realizing the integrated development of urban and rural areas." The village party secretary is the core of rural grassroots party organizations.The figure is the mainstay of the implementation of the rural revitalization strategy,the first bearer of rural revitalization,and the "leader" of a well-off rural society.The report of the 19 th National Congress of the Communist Party of China clearly called for strengthening the building of leaders of grassroots party organizations.Comrade Xi Jinping also discussed the importance of rural grassroots cadres and the criteria for good cadres.As the leader of the rural grassroots,the village party secretary undertakes important tasks such as developing the rural economy,coordinating rural village affairs,and improving the rural ecological environment.The country’s various rural policies need the village party secretary to take the lead in implementing and propaganda.Realizing the strategy of rural rejuvenation is inseparable from the important role of the party branch secretary in rural areas.Therefore,how to improve the ability of the party branch secretary in rural areas has become an important and hot issue in current research.This article takes J County,Shanxi Province as the research object,and further studies the related issues of village party secretary capacity and capacity improvement under the strategy of rural revitalization on the basis of previous studies.It attempts to explore the improvement of village party secretary capacity through a comprehensive inspection of the county party branch secretary of J County.Problems existing in the process and the causes of problems,and corresponding countermeasures are proposed.This article consists of five parts.The first part is an introduction,which briefly and briefly summarizes the background and theoretical basis of the ability of the village party secretary to revitalize the village.It collects relevant information at home and abroad,and analyses the current academic research direction and development trend as much as possible.The research contents,methods,research difficulties and innovations of this thesis are introduced.The second part is the relationship between the rural revitalization strategy and the ability of the village party secretary.First,the basic concepts are discussed,then the new requirements of the rural revival strategy for thevillage party secretary,and finally the significance of improving the village party secretary’s ability under the rural revitalization strategy.The third part takes J County,Shanxi Province as an example to introduce the basic situation of J County and the status quo of capacity improvement,affirming its achievements in capacity improvement.The fourth part points out the problems and reasons in the process of improving the capacity of the county party secretary in J County.The fifth part is to propose countermeasures to improve the ability of the village party secretary from four aspects: strengthening the ability of the village party secretary to interpret the rural revitalization strategy,doing a good job of selection and appointment,stimulating the enthusiasm of the village party secretary’s entrepreneurship,and improving the personal ability of the village party secretary.
