Study On Environmental Assessment Of State-owned Enterprises In China

The Regulations on Optimizing the Business Environment,which was formed in 2019 and will come into effect in 2020,have pointed out the direction for the development of the business environment,which means that the construction of the business environment is gradually on the road of the rule of law,and the importance of optimizing the business environment has been mentioned again.The business environment fully embodies the core competitiveness of independent economies and bears on the vital interests of market entities.Under the guidance of the National Development and Reform Commission(NDRC),various provinces have started to assess the business environment in the hope of promoting change in the business environment.Based on the practice,there are still many problems in the current business environment assessment activities,including the indicators system adopted by the World Bank and the indicators formulated by the central ministries and commissions.Therefore,this paper aims to find out the problems and formulate feasible solutions.From the overall perspective,this paper consists of five chapters.The first part focuses on the concept of "business environment" and its characteristics.In the history of human economic development,business environment has an extraordinary significance.Optimizing the business environment plays a key role in China’s social stability and economic development.The second part introduces the exploration and practice of business environment assessment.In recent years,China’s exploration on optimizing the business environment is also relatively new,especially after the introduction of third-party assessment,the business environment evaluation system is also gradually scientific.Combined with the above understanding,the third part points out the problems existing in the business environment evaluation in our country,mainly is the administrative organ as the main problems in the implementation of the evaluation process and problems in applying business environment evaluation system,in addition,the reference with the help of the third-party evaluation to build scientific and doing business system,but also has its limitations.There is a problem,there is a corresponding response.The fourth part starts with countermeasures and aims to solve the problem.It also summarizes how to carry out practice scientifically.Therefore,the purpose of this study is to study the problems existing in China’s current business environment system and propose solutions.The fifth part summarizes the above problems and countermeasures,and better applies the evaluation results to the time,so as to achieve the liberation and development of productive forces,change government functions,strengthen the construction of the rule of law and protect all kinds of market subjects equally.
