| In recent years,Xi’an has relied on the national macro-policy guidelines to carry out business environment construction,which has made its business environment significantly improved compared with history,and the business environment has been optimized year by year.However,compared with economically developed cities,the business environment still has a certain distance.This article carries out evaluation research on the business environment of Xi’an City,using the administrative efficiency theory and the new public service theory as guidance,selecting business environment evaluation indicators from three aspects.The three aspects are: government affairs and legal environment,economic environment,and social environment.They are calculated by AHP.The index weights build a Xi’an business environment evaluation system.On this basis,through the design of a questionnaire,the evaluation and analysis of the business environment in Xi’an City were conducted,and summarize the problems in the business environment construction.For example,some preferential enterprise policies are difficult to implement,which results in a lack of achievement feelings for enterprises.In some grassroots departments,formalism and bureaucracy still exist,and the government’s own construction needs to be further strengthened;the construction of government information disclosure related systems is not perfect.The diversity of active disclosure channels,the availability of information and the effectiveness of disclosure cannot meet the increasing public demand for government information disclosure of issues.Therefore,a deep analysis of the causes of the problems is conducted in the article.On the basis of summing up the experience of urban business environment construction in economically developed areas such as Shanghai and Chengdu,some specific countermeasures and suggestions for Xi’an are proposed at last,such as:improving the supply level of preferential policies for enterprises and promoting implementation;further improving the efficiency and transparency of government services;establishing rules and regulations consistent with Xi’an local development;strengthening market access system construction;further enhancing trade facilitation;optimizing corporate financing environment;promoting innovation environment reform;strengthening talent reserve and improving salary and treatment level;enhancing infrastructure service quality;further improving social service environment and so on. |
