Shanxi firmly take the road of high-quality development,in promoting economic transformation and development road,seize the key element of talent,do a series of efforts to gather talent resources in the field of transformation and development.This paper focuses on the existing situation,demand and loss of talents in the field of transformation and development in Shanxi Province,and collects and summarizes a large amount of data,and finds that the total number of talents and the number of high-level talents in Shanxi Province are increasing faster,but the problems of insufficient total number of talents and low quality are still prominent.The overall performance in the field of transformation and development is that the total amount of talents is small,the structure is not excellent,and the quality of education is low.Through the collection and analysis of a large amount of data,it is summarized that the shortage of talents in the field of transformation and development is mainly manifested as a large demand gap,insufficient talent attraction and education,and serious talent loss.At the same time,the loss of high-level talents has a tendency to intensify.After mastering the current situation of talents in the field of transformation development in Shanxi Province,the article analyzes the major talent policies implemented in the field of transformation development in Shanxi in recent years.It includes the development of provincial-university cooperation,the introduction of the new policy "Article 12",and the deepening of the reform of the institutional mechanism for talent development,which has made a lot of gains.Through the research and analysis,the problems of the existing policies are found.First,there is a gap with high-quality development requirements.Second,related supporting measures neglect the whole process management.Third,the implementation of the talent policy at the grass-roots level is not effective,and further attention should be paid to it.According to the theory of talent motivation and talent flow theory,the analysis of the reasons for the existence of the problem is that the economic development of Shanxi is relatively backward,the traction of the flow of talent is not strong;the second is the development of the policy of attracting and retaining talent is not very targeted flexibility;third is the government management thinking,way lagging behind;fourth is the complex and changing political and economic environment at home and abroad,to a certain extent affect the policy implementation effect.To solve these problems,the paper puts forward four countermeasures and suggestions.The first is to formulate the talent planning according to the local development goals;the second is to improve the management level of the policy implementation process;the third is to optimize the environment for talent development;the fourth is to strengthen the promotion and implementation of the talent policy to continuously enlarge the "magnetic attraction effect" of Shanxi on talents.
