| Driven by the dual factors of marketization in the economic field and informatization in the social field,public affairs began to break through the restrictions of a single administrative region and to spread to cross-border adjacent areas.The traditional model of territorial governance is difficult to meet the needs of regional public affairs governance,leading to increasingly prominent cross-regional public problems,and the reshape of the original institutional arrangement and institutional structure has become the key to effectively respond to the new requirements of cross-regional governance.Cross-regional collaborative innovation is essentially a process in which the governments from different administrative regions cooperate and interact together to carry out multidisciplinary institutional innovation,and achieving its impact is closely related to the selection,application and optimization of governmental tools.The correct selection and application of governmental tools can optimize the achievement of established policy objectives,significantly improve policy implementation,and fully engage government functions in a comprehensive manner,so as to effectively promote cross-regional collaborative innovation.Therefore,how to create synergies between interregional governments and how to use governmental tools has become a new line of research.Synergetic theory focuses on the interaction of internal subsystems in the process of system self-organization.Transaction cost theory holds that the establishment of institutional framework should focus on the reduction of transaction costs in various fields such as information identification and process cooperation.The theory of intergovernment relations focuses on the network of relations between different orders and different types of governments.Based on the above theories,this paper selects the demonstration zone of green and integrated ecological development of the Yangtze River Delta as a research case,adopts the case method,comparison method,interview method and other research methods to explain the cross-regional collaborative innovation process and its general relationship with governmental tools from the perspective of collaboration.It explores the application status of governmental tools in the cross-regional collaborative innovation process of the demonstration zone and analyzes the factors affecting the selection of governmental tools as well as the existing problems and internal reasons for the application of the tools.This paper puts forward the optimization path of governmental tool application in the demonstration zone accordingly.Focusing on the practice process of cross-regional collaborative innovation,the research finds that cross-regional collaborative innovation in the demonstration zone is a process in which the system achieves an orderly operation through continuous exchange of information,material and energy among subsystems and with the outside world.In this process,the interest game between subjects as well as the friction and conflict between institutions lead to multiple transaction costs.Therefore,it is necessary to combine the transaction cost factors in the aspects of inter-subject interaction and institutional guarantee,and select the corresponding governmental tools from the toolkit to promote the system balance on the premise of taking into account the external environmental factors and tool attribute factors.At present,the rational application of governmental tools has enabled the demonstration zone to achieve innovative results.However,affected by multiple factors such as traditional development thinking and legal system,the demonstration zone has encountered difficulties in interactive debugging,choice restriction,power allocation,responsibility division and public participation.The combined application of governmental tools should be further optimized from the perspectives of top-level design,selection scheme and mechanism guarantee. |
