Comparative Study Of Regional Innovation Policy Of Xinjiang Based On Policy Tools Perspective

Innovation-driven development is a manifestation of the ability of independent innovation of a country or region.It fully demonstrates the support and leading role of science and technology for economy and society.In order to improve Xinjiang’s ability to independently innovate and promote the realization of economic development,the transition from resource-dependent to innovation-driven changes has resulted in a series of innovation policies formulated by the central and autonomous regional party committee governments in recent years.At present,Xinjiang has gradually established a scientific and technological innovation system with regional characteristics.Scientific and technological investment,scientific and technological contingents,scientific and technological platforms,and scientific and technological achievements have been steadily increasing.However,compared with other provinces,the overall level of Xinjiang’s innovation capability is still lagging behind in the country.This article through the relevant literature review found: 1.Xinjiang’s regional innovation research mainly focuses on the regional innovation strategy and innovation ability evaluation of two aspects of the study,the regional innovation policy itself to conduct in-depth analysis and comprehensive evaluation of less research.2.At present,Xinjiang’s innovation policy has not yet formed a complete system and the means are relatively simple.The role of improving regional innovation capacity needs to be further strengthened.Based on the theory of policy analysis,this paper constructs a comparative analysis framework for China’s regional innovation policy content from the three dimensions of policy subjects,policy tools,and policy objectives.It selects Jiangsu Province as the comparison target,starts with policy tools,and applies innovation policies according to supply and demand categories.It compares and analyzes four aspects of its policy items,policy contents,policy objectives and policy strengths,and draws the following conclusions: 1.Based on the classification of innovation policies,this paper analyzes policy strength,policy changes,policy body structure analysis,policy tool type analysis,and policy objectives,and draws relevant conclusions to verify that this article is based on innovation — Innovative tools—The innovative innovation-targeted regional innovation policy framework is scientific and reasonable.2.Innovation performance is the main reason affecting Xinjiang’s comprehensive innovation capability.Xinjiang has strong potential for innovation.3.Xinjiang’s innovation policy items are less than Jiangsu Province in total volume and annual average quantity.Xinjiang’s innovation policy is still in a volatile development period.4.The innovation policies introduced in Xinjiang mainly focus on the medium-low stratum policy.5.Xinjiang shows characteristics of party management talents in talent management.However,the synergy of innovative policy subjects needs to be improved.The leading role of the Science and Technology Department in driving innovation in Xinjiang needs to be strengthened in the further.6.Both Xinjiang and Jiangsu attach importance to environmental innovation policies and supply innovation policies,and despise demand-based innovation policies.Through comparative analysis,it is found that the regional innovation policies of Xinjiang and Jiangsu have the same convergence in the macroscopic,but there are great differences in the microcosmic.In view of the above conclusions,this paper puts forward some suggestions to provide reference for improving regional independent innovation capability in Xinjiang.
