Research On The Role Of Party Building Alliance In Cross-regional Governance

The rise and fall of the cause,the key in the party.Party building is the fundamental guarantee for the smooth progress of all undertakings,to solve cross-regional governance problems such as regional development differences and administrative barriers,it is inseparable from strong party building support.Therefore,the practical exploration of leading cross-regional governance by organizing joint construction to build a party building alliance has also emerged.Because of the different national conditions,foreign research mainly focuses on regional governance,Has appeared successively that the giant government governance of traditional regionalism,the polycentric governance of public choice theory and the new regionalism advocate that the government jointly establish regional strategic partnerships to achieve cross-regional governance.In practice,there are typical examples such as the European Union,the United States Special Administrative Region,and the Canadian Urban Agglomeration Board.In China,exploring the party building alliance leading cross-regional governance is still in the stage of crossing the river by feeling the stones,The research on the promotion of cross-regional governance by the party building alliance mainly focuses on the adjacent party building in the Yangtze River Delta,the academic community has not yet carried out in-depth research and discussion on the role of Party building alliance in cross-regional governance.This article takes the Guangdong-Guangxi Border Lianjiang Huazhou Luchuan Party Building Alliance Center as the research object,based on the theory of political party function and collaborative governance,this paper studies the Party Building Alliance Center in cross-regional governance by using the research methods of investigation,interview and case analysis.The study found that the role of party building alliances in cross-regional governance are:adhere to co-ordination,to achieve resource sharing;strengthen the cooperation of the subject,improve the level of governance;enrich cultural exchanges,and consolidate ideological consensus.The shortcomings of the cross-regional governance role of the party building alliance are : the weak willingness of the member party organizations to cooperate,the difficulty in promoting the coordination and cooperation of departments,the lack of joint forces for multiple subjects to participate in cross-regional governance,the weak ability to integrate cross-regional governance resources,and the superficial cross-regional governance cooperation.The reason : First,the ideological understanding is not in place;second,the platform is not perfect;third,the uneven distribution of benefits;fourth,the responsibility is not clear.In order to further play the role of party building alliances in cross-regional governance,it is recommended that : First,gather the ideological consensus of win-win cooperation among alliance members;second,to build a multi-subject collaborative governance pattern led by Party building;third,improve the ability of party building alliance to integrate resource elements;fourth,coordinating the benefit distribution of multi-subjects of cross-regional governance;fifth,implement the responsibility sharing of party building alliance members.To a certain extent,this study enriches the academic research on the role of party building alliance in cross-regional governance.In practice,it provides some ideas for the promotion of cross-regional governance by the Guangdong-Guangxi Border Lianjiang Huazhou Luchuan Party Building Alliance Center,and also provides experience for other cross-provincial(district)adjacent areas to carry out cross-regional governance.
