| Off-campus training is a supplement of school education.At present,a series of problems such as vicious competition,false publicity,contract breach,advance and overclass training have appeared in this industry.Suzhou off-campus training started earlier,the industry development is relatively mature,its problems have a certain typicality and representative in China.In July 2021,the General Office of the CPC Central Committee and The General Office of the State Council formulated the "Double Reduction Policy"(short for"Opinions on Further Reducing the Homework Burden and Off-campus Training Burden of Students in Compulsory Education").which put forward clear requirements on the governance of off-campus training industry.Suzhou government earnestly implements the "double reduction policy",actively carries out the governance of off-campus training industry,and has achieved positive results.However,the governance of the off-campus training industry in Suzhou has also exposed some problems,which have a certain negative impact on the sustainable development of the off-campus training industry.Under the background of "double reduction policy",the governance of Suzhou off-campus training industry has increasingly become the focus of the government,schools and people with insight in society.Taking Suzhou as the entry point,this paper uses literature research,statistical analysis,questionnaire and other research methods to investigate the governance of its off-campus training industry.The study found that:since the implementation of the"double reduction" policy,Suzhou has taken positive measures in the governance of this industry,including improve the quality of on-campus education and service,improve the daily supervision of off-campus training institutions and strengthen the rectification of off-campus training institutions in violation of laws and regulations,and achieved some results.But there are still a series of problems,such as the governance policy is not complete,the system is not strong;Insufficient concentration of social governance resources;Multi-party linkage is not smooth,the degree of coordination is not high;The form of governance is relatively simple.The research also found that the causes of the problem are:the government’s policy service mechanism is not perfect;The social governance mechanism is not sound enough;The transformation of the multi-center governance model of "government-market-society" is not in place;The path of government governance depends heavily and so on.On this basis,based on the new public service theory,social governance theory,multi-center governance theory and institutional change theory,put forward the countermeasures and suggestions of Suzhou training industry governance issues under the background of "Double Reduction Policy",such as strengthening the government policy service,improving the governance system;Establish a sound social governance mechanism,optimize the integration of social governance resources;Deepen the reform of multi-center governance mode and improve the synergy of multi-party interaction;To optimize policy services and achieve diversified governance forms,the purpose is to provide decision-making support and help for the formulation of governance policies for off-campus training industries,and constantly improve the governance effect. |
