Research On Urban Traffic Congestion Governance From The Perspective Of New Public Governance

With the urbanization rate improving year by year,economic and social demand has brought new opportunities and challenges for urban development.As an important part of public management,urban traffic congestion governance has attracted much attention from all walks of life.However,existing researches on urban traffic governance are mostly carried out from the perspectives of planning and construction,traffic supply and demand control,and fail to fully play the role of multiple subjects in urban traffic governance.The research object of this paper is urban traffic congestion governance from the perspective of new public governance.Firstly,by sorting out the relevant theories of new public governance and traffic governance at home and abroad,the theoretical foundation is laid for the research.Secondly,the evaluation method of Delphi method,analytic hierarchy process and fuzzy comprehensive evaluation method is used to construct the evaluation system of urban traffic congestion management,so as to establish a scientific and operational scoring questionnaire.Thirdly,a citizen survey is conducted in the study area,and the shortcomings of urban traffic congestion management are obtained according to the scoring results,and the causes are analyzed and corresponding countermeasures are obtained.According to the empirical study,this paper concludes that the urban traffic congestion in the study area is mainly affected by a variety of factors,such as unbalanced travel,lagging information management level,inadequate construction of public transport and slow traffic environment,and lack of integrity of urban planning.With reference to advanced governance experience and mature management methods at home and abroad,based on the perspective of new public governance,this paper explores countermeasures for urban traffic congestion governance,including the construction of intelligent transportation under the mixed organizational form,integration of network theory governance advantages,and coordination of the relationship between multiple subjects.Strengthen the sustainability of green transportation in public governance,coordinate the fair allocation of regional space resources,and give play to the role of multiple subjects in urban transportation governance;To optimize the travel experience of traffic participants and promote citizens’ consultation and participation in the governance process,so as to provide references for urban traffic governance in other parts of the country.
