Dalian,as an important economic,trade and port city in the northeastern region,with the rapid development of economy and society over the past 30 years,the income level of urban and rural residents has been increasing continuously.On the other hand,the amount of urban car is also exploding.Although the city roads and transportation environment of Dalian have been improved in these years,the urban road load is obviously insufficient compared with the rapid increase in car ownership,subject to the scientific rationality of urban geomorphological environment and traffic planning.Traffic management modernization,information technology level is lagging behind,resulting in Dalian and other major cities in the same as the emergence of a more serious urban traffic congestion problem.Urban traffic congestion is a common "urban disease" that not only wastes people's travel time,leads to high time costs,economic costs and social costs,but also reduces people's happiness and quality of life.In addition,the car in the case of idle speed will be due to insufficient combustion of gasoline and a large number of discharge pm2.5 and other harmful gases,pollution of the urban environment,increase the phenomenon of urban haze,both damage the city image,but also harmful to the health of residents.Therefore,to solve the problem of urban traffic congestion in Dalian and even many cities in the country generally face a major issue.After clarifying the meaning of the topic and the background of the topic,this thesis uses of literature analysis and field research combined with the research methods.It defines the basic concepts of traffic congestion and public governance,and then combs the public goods,public governance,transaction costs and other theoretical basis,describes the status of Dalian traffic congestion and its characteristics and performance.This article through the Dalian,including Zhongshan District,Xigang District,Shahekou District,Ganjingzi District and high-tech District and other trunk road traffic situation and founds that at the traffic congestion problem in Dalian is very serious and a lot of traffic congestion has become normal and to solve the problem of urban road congestion is imminent.Combined with the severe urban road congestion in Dalian,the article uses the relevant theory to analyze the causes of urban road traffic congestion in Dalian from both objective and subjective aspects.In this thesis,it is objectively speaking that Dalian traffic congestion is closely related to its hilly landform,especially its terrain complexity.Subjectively,the urban road planning is not reasonable,the road traffic policy regulation is not perfect and the vehicle driver driving bad habits lead to frequent accidents and so on is the main reason.On the basis of analyzing the causes of traffic congestion,the thesis discusses the policy measures of urban traffic congestion in Dalian.The policy measures include restricting the travel of private cars,raising the cost of private car travel and encouraging the way of public transportation,and analyzing the relevant policies Measures and the implementation of the effectiveness and effectiveness of the relevant policies and measures to explore the role and shortcomings.Then,the thesis studies the experiences of some of New York,Tokyo,Japan and Hong Kong,and discusses the policy measures of "Governance congestion" these cities.For example,Tokyo,Japan,although the population of more than 13 million,and less narrow road,in the " Governance congestion" process has not been used to shake the number of purchase,odd and even number line and other policies,but in the " Governance congestion" effect is obvious to all.Although there is still traffic congestion in Tokyo,In the absence of"Governance congestion " measures,Tokyo is often caught in the city paralyzed state,in the " Governance congestion " policy after the implementation of more than 30 years,although the motor vehicle ownership increased by 2.05 times,the traffic has speed more than 1 times,and known as the "Tokyo miracle." Finally,the thesis puts forward a series of countermeasures and suggestions from the aspects of government and social participation,including the construction of three-dimensional transportation network,the development of Internet + intelligent transportation,the punishment of traffic violations,the improvement of policy implementation flexibility,Public transport service quality,and make full use of social forces to jointly control traffic congestion and so on.
