Urban traffic is the necessities of residents living, and is one of the economic and social development foundations. These years, many cities in China have been facing a more and more serious problem of big pressure on urban roads. To get this situation turn better, effective measures should be taken.This paper is in the framework of public administration, from the perspective of quasi-public goods. It's through our research of congestion situation, governance initiatives, achievements and problems in various cities in our countries, and combined with the same contents of the main city in Jiaxing called Nanhu District, then given central point of this article——the root of urban traffic congestion in our country is the imbalance between supply and demand, such as sharp increase in car ownership leading to the rapid growth in traffic demand; urban road infrastructure and public transport backwardness leading to inadequate transport supply; inadequate transport travel management exacerbating the imbalance of supply and demand.For the root of the factors, the paper further exploration how to deal with traffic supply and demand imbalance, which focal point is the effective combination of planning, construction and management, to correct the imbalance between supply and demand of urban transport, and to control the urban traffic congestion by limiting the traffic demand, increasing supply of road resources and travel mode and fostering public awareness of modern traffic with effective advocacy and management.In this paper, the basic framework and the main content is as follows:The first chapter introduces the research background, purpose, significance, thinking, method and innovation points and deficiencies. It also focuses on the current domestic and international traffic congestion and traffic jams governance.The second chapter briefly discusses the relevant concepts of congestion management, including Quasi-public goods theory and the market failure and government regulation theory.The third chapter elaborated the initiatives of urban traffic congestion and congestion status quo of governance, and the inadequate.The fourth chapter is a case study of Jiaxing Nanhu District, analyzing the reasons for the case of congestion of the city, traffic congestion governance initiatives, as well as the process of governance there are still problems.The fifth chapter detailed analysis the causes of urban traffic congestion,and explore the existing congestion problems in governance.The sixth chapter proposes a number of specific measures for our cities, from increasing supply, limiting demand, scientific management.
