Research On Radio Spectrum Resource Management In Guangxi

From the "half-step radio station" in the agrarian revolution to the world’s largest 5G network and the largest number of 5G users,the development of China’s radio industry is booming.Over the past decades,China’s radio spectrum resource management policy concept has achieved a beneficial transformation from "less establishment and strict management" in the early days of the People’s Republic of China to "three management,three services and one prominence"(namely,"managing resources,managing stations,managing order,serving economic and social development,serving national defense construction,serving party and government organs,and giving prominence to important radio security guarantees"),effectively promoting the rapid development of all kinds of radio services in China,and making our country Radio spectrum resources are the main information carriers in the current communication field,ranging from microwave ovens,wireless WIFI,car keys,smart homes,to car networking,industrial Internet of Things,and satellites.The application of radio technology is rapidly infiltrating into all fields of social economy.With the effective implementation of major national strategies such as network power,digital China,smart society and "new infrastructure",radio spectrum resources have played an important role in supporting basic resources.Radio spectrum resource is an important scarce natural resource owned by the state,and it is also an important part of government public management.Unlike natural resources such as minerals and water,radio spectrum resources have physical characteristics,so they are easily ignored by people.With the wide application of radio services in all walks of life,the mismatch between the supply and demand of radio spectrum resources has become prominent,and the incidents of harmful interference caused by unauthorized use of radio frequencies have occurred frequently,which has caused a certain degree of damage to the radio spectrum resources and environment,and even endangered public safety,and the management of radio spectrum resources is also facing new challenges.By deeply explaining the connotation of radio spectrum resources management,summarizing the management mechanism of radio spectrum resources in China,and combining with the important guarantee function of radio spectrum resources management for Guangxi’s social and economic development,the author analyzes the current situation of radio spectrum resources management in Guangxi from three aspects: the setting of management organization,the use of radio spectrum resources and the setting of radio stations.Based on the theory of "Tragedy of the Commons" and the new public management theory,it is found that there are five problems in the management of radio spectrum resources in Guangxi at present:incomplete legal system of spectrum management,unsound organization of spectrum resources,single mode of radio spectrum allocation,chaotic use of radio spectrum resources,low social awareness of radio spectrum resources,etc.The deep-seated reasons for these problems are the marginalization of spectrum resources management functions,lack of institutional guarantee,difficulties in the marketization of spectrum resources management,low overall level of spectrum resources supervision and low spectrum awareness.By summarizing the successful experiences of radio spectrum resources management in the United States,Britain,Hainan Province,Zhejiang Province and other countries at home and abroad,four advanced experiences at home and abroad,such as complete spectrum resources legal system,unified and centralized spectrum management system,diversified market-oriented distribution modes,and in-place spectrum resources supervision and supervision,are summarized.Combined with the new public management theory and the actual situation of Guangxi,five suggestions are put forward: perfecting local radio laws and regulations system,optimizing the setting of spectrum resources management institutions,improving the marketization level of spectrum resources management,strengthening the supervision of spectrum resources use,and enhancing the social awareness of spectrum resources.At present,China is in a brand-new period of striding towards the goal of the second century.Facing the new era and new journey,how to realize the efficient utilization of radio spectrum resources and provide basic resource guarantee for Guangxi’s high-quality development in a new era and a new chapter is an important issue for radio spectrum resource management organizations.The research of this paper is based on the core functions of radio spectrum resource management,and extends to the aspects of spectrum resource legal system construction,organization setup and public participation,etc.,which provides a theoretical reference for the future radio spectrum resource management mode in Guangxi.
