With the deepening of supply-side structural reform in China,the Internet,big data and real economy are further integrated.The sharing economy with "resource sharing" as the core is beginning to penetrate into people's daily life.As a new field of shared economy,the emergence of shared bicycle has solved the problem of "the last kilometer" of urban traffic connection,and has also contributed to alleviating urban traffic congestion and practicing the concept of green environmental protection.With the further popularization of shared bicycle,the contradiction between shared bicycle and limited urban public space has deepened,the phenomenon of excessive occupancy or blockage of urban public space has appeared,which has brought troubles to people's daily travel,and triggered the "tragedy of the commons".It was found that: The governance of shared bicycle benefits from the effective cooperation among the government,enterprises and users.However,due to the fact that the government departments still use traditional management instead of common governance in the governance process,the governance of shared bicycle at this stage has not achieved the desired results.Based on the theory of public pond resources,this paper explores the tragedy of shared bicycle commons on the basis of institutional development and analysis framework.Firstly,the tragic situation of shared bicycle commons is analyzed from two aspects of natural material conditions and community behavior.The tragedy of shared bicycle commons is manifested in the passive management of the government under the condition that the urban public space is inherently limited.The excessive investment of enterprises and the disorderly parking of users together result in a large number of disorderly bicycles piled up on the city streets and occupy the urban public space excessively.Secondly,the causes of the tragedy of shared bicycle commons are analyzed from two aspects: external rules and internal rules.It is believed that the tragedy of shared bicycle commons at this stage is due to the lack of government governance rules and the failure of enterprise management rules,resulting in the failure of good parking standards among users.Thirdly,this paper chooses Nanjing as a case study,validates the above analysis through questionnaire survey,and combs the process of sharing bicycle governance in Nanjing,and finds out the problems existing in the governance of Nanjing at this stage.Finally,It is pointed out that the effective utilization of urban public space can't be achieved without the joint participation of various subjects.And put forward specific governance suggestions from the government,enterprises and society.
