Study On The Problems And Countermeasures Of Administrative Law Enforcement In Radio Management In Hainan Province

With 5 g network,intelligent cars,iot,artificial intelligence and other new technology,new application and new forms of constantly emerging,emphasis on the contradiction between the shortage of spectrum resources and application demand increasingly,how to optimize radio administration according to law and industry services,promoting healthy and orderly development of radio cause are becoming the current important topic.Because of its special geographical location,Hainan is faced with the same problems as other provinces,but also different from other provinces.Therefore,whether the radio administration and law enforcement in Hainan can be done well is not only related to the economic and social development of Hainan Province,but also affects the overall situation of the country and national security.This article at domestic and foreign to radio management based on the research of the administrative law enforcement,public goods theory,new public management theory and radio management related theory,using the method of literature study,investigation and case study,and focuses on the current situation and actual cases of radio administration and law enforcement in Hainan Province,to ensure that the thesis research close to the practice of hainan province,improve the reliability of the research.This paper consists of six parts.The main body first describes the background and significance of the research on radio management administrative law enforcement in Hainan Province.By studying the research results of radio management at domestic and foreign,the research content and research methods of this paper are determined.Secondly,it introduces the concepts of radio and radio management,and expounds the theoretical basis of radio management administrative law enforcement from the perspective of public management,including public goods theory,new public management theory,tragedy of the Commons theory and so on.This paper summarizes the current situation of radio administrative law enforcement in Hainan province from the following three aspects: organizational setup and responsibilities,law enforcement procedures and system norms,and statistical analysis of administrative law enforcement cases.By analyzing the current situation,it leads to the existing problems in radio administrative law enforcement in Hainan Province,and analyzes the causes of the problems.Finally,combining with the free trade port construction and economic and social development of hainan province,from six aspects puts forward the countermeasures of perfecting hainan radio management administrative law enforcement: one is to strengthen the law enforcement team construction,improve the law enforcement personnel quality,2it is to improve the system of radio related laws and regulations related specification,threeis to strengthen collaborative and form combined force of law enforcement,four is to establish information platform security enforcement procedures,behavior,data specification,five is to take a variety of ways,enhance the management of radio propaganda.
