As the main body of social governance extends to the grass-roots level,the grass-roots level has become an important bearer of the refinement of social governance.As a grass-roots unit,the sub-district office needs to continuously improve its governance capacity.Civil servants are just the main cadres of the sub-district offices.The civil servants in the sub-district offices are at the most basic level and directly face the masses.Their image and quality are related to the image of the Party and the government among the people,and affect the construction of the entire civil service team.At present,the task of grass-roots civil servants in the sub-district offices is heavy,and "white plus black" and "5+2" have even become the work norm.However,at present,there is still a lack of attention and motivation to the grass-roots civil servants in the sub-district offices.Therefore,it is necessary to strengthen the motivation to the grass-roots civil servants,especially the civil servants in the sub-district offices,in order to stimulate the vitality of the grass-roots civil servants.This study adopts literature research,questionnaire survey,and case study methods,taking A sub-district office in X city as an example,to conduct in-depth research on the incentive situation of civil servants at the grass-roots level.The current incentive measures taken by A sub-district office in X city mainly include:salary and benefits,assessment and promotion,communication and training,and humanistic concern.Although they can effectively ensure the stability of the civil servants and promote their pragmatism and integrity to a certain extent,the effectiveness of incentive measures in mobilizing the enthusiasm of civil service work is still insufficient.Through the questionnaire survey and extended conversation on the grass-roots civil servants in A sub-district office of X city,based on the data and information obtained and the actual situation,it is found that there are some problems in the incentive of grass-roots civil servants in A sub-district office,such as inadequate compensation to fully reflect work performance,narrow promotion channels and insufficient fairness,unscientific and non-standard assessment,lack of systematic communication and training,and insufficient humanistic care,the main reasons include:limited autonomy of sub-district offices,lagging human resource management concepts,imperfect incentive management systems for civil servants,and incomplete guarantee resources and supervision systems.According to the needs of the civil servants in A sub-district office,and drawing on the excellent experience and practices at home and abroad,this paper puts forward improvement countermeasures from five aspects:establish multi-level salary incentives for grass-roots civil servants,broaden diverse promotion channels for grass-roots civil servants,scientifically standardize the assessment of grass-roots civil servants,improve the communication and training system for grass-roots civil servants,and strengthen humanistic care for grass-roots civil servants.
