In China’s civil service,the number of grassroots civil servants is large,the work tasks are heavy,and the masses are in close contact,and their work efficiency and quality will affect the implementation effect of central and local policies,and will affect the satisfaction of the people,so it is of great significance to do a good job in motivating grassroots civil servants.At present,the incentive of grassroots civil servants in China is not perfect enough,and there are still slack phenomena such as "lying flat" and "passive",so this paper will focus on the research of grassroots civil servants in city A,use questionnaire survey to discuss and analyze the current problems of incentive of grassroots civil servants in city A,and put forward corresponding policy suggestions on this basis.On the basis of investigation and research,a comprehensive collection and analysis of the spirit of motivation,assessment and incentive dimensions of the data,and based on the survey results put forward the corresponding improvement plan,for the improvement of the incentive problems faced by the grass-roots civil servants in A city to provide some theoretical reference,to promote the theoretical content more abundant.In order to optimize the incentive policy of grassroots civil servants in A city and promote the stability and initiative of grassroots civil servants in A city,the supply part is empirical support.This paper uses literature research,questionnaire survey and other research methods,combined with the theory of demand hierarchy,two-factor theory and new public management theory,to deeply discuss the incentive of grassroots civil servants in city A.This paper will discuss according to the following structure: firstly,the important concepts of definition research are combined with relevant literature,the theory of incentive is introduced,and the research framework of this paper is clarified.Secondly,an empirical research design is carried out on the incentive of grassroots civil servants in city A through questionnaires and interviews.On the basis of the above research,this paper also puts forward countermeasures to improve the incentives of grassroots civil servants in city A from four aspects: assessment incentives,promotion incentives,salary incentives and spiritual incentives,and puts forward safeguard measures for the implementation of countermeasures from two aspects:system,policy system and working environment.And 32.93 % of the respondents to the grass-roots civil service assessment incentive said ’ general ’,said ’ satisfied ’ the number of only less than 20 %,which reflects the current assessment there is a big problem,assessment and can not work on grass-roots workers play an incentive role.On the basis of the corresponding questionnaire survey,the proportion of ’ very dissatisfied ’ and ’ dissatisfied ’ with the promotion of grass-roots civil servants was14.37 % and 31.74 % respectively.The proportion of ’ very dissatisfied ’ and ’dissatisfied ’ with the salary incentive of grassroots civil servants is 10.78 % and44.31 % respectively.The proportion of people who expressed " very dissatisfied," "dissatisfied " and " general " to the spiritual motivation of grass-roots civil servants was 11.38 %,28.74 % and 45.51 %,respectively.The proportion of people with a "general " attitude reached 50 % of the bonus.On the basis of the corresponding interviews,it is learned that only 20 % of people are satisfied with the current incentive mechanism for grassroots civil servants in A city.The proportion of people who think that the assessment lacks supervision and the content is flawed has reached 61 %,which is also the main reason for the decline in the initiative of grassroots civil servants.The proportion of people who think that the current salary structure is improper,and the proportion of people who pay inconsistent with the harvest is 64 %.The proportion of people who think that today ’s promotion channels are blocked and most people are difficult to have promotion opportunities is 69 %.For the spiritual motivation of civil servants at the grass-roots level,that the current lack of spiritual motivation accounted for more than 75 %.The conclusions of this study are as follows : A City grass-roots civil service incentive mechanism there is a lack of spiritual motivation,assessment system is not perfect and other issues.This paper also analyzes the causes of the problem,including the lack of human resources concept,incentive system construction resources shortage.It also points out countermeasures such as strengthening the construction of spiritual incentives and optimizing the assessment system.In order to provide some reference for the incentive of grassroots civil servants in A city on the basis of this study.
