Grass-roots civil servants as the executor of public functions of our government, is not only a social management, also is the government’s management, they also have the material needs and spiritual needs, work also depressed and hardships, also hope to get the organization and others encourage and support. In the past, people often complain about the work of administrative department to "door hard, ugly face, something difficult". In order to improve the effectiveness of the work of the government, establish a good image of the government, we must stimulate initiative and enthusiasm of the grassroots civil servants, take a correct attitude towards work,improve working style, improve work efficiency, these changes are inseparable from the grass-roots civil servants incentive system perfect. Therefore, this paper has very important significance, both in theory and in reality, to the research of the incentive mechanism for the grass-roots civil servants.Based on from the actual situation of the grass-roots civil servants of through the issuance of questionnaires to public servants in Tong Zhou District of Beijing city and get first-hand information about the current civil servant incentive system, then is presented based on the measures of improving the Tong Zhou District civil service incentive system, because, the district government has certain typical and representative in the grass-roots government organs, so according to the measures for the improvement of the Tong Zhou District of the civil service incentive system can reference to China’s vast grassroots civil groups. Through the questionnaire statistical analysis, find Tong Zhou District civil servant incentive problems existing in the system,including wages lack social competitiveness, promotion space is narrow, the promotion process is fair and transparent, appraisal system lack scientific and the evaluation result influence is weak,incentives to stress the spirit light material, punitive measures a mere formality, on-the-job training opportunities in less and less etc.. The ideal goal of remodeling of Tong Zhou District of the civil service incentive system are constructed for these problems found., then from the concept of incentive, incentive factors, incentives, safeguards four aspects was proposed on the basis of the corresponding measures to improve.
