| Heping District is located in the prosperous area of Shenyang City,close to the center of the city,connecting with the six surrounding districts of Shenyang City.In recent years,the economy of Heping District has developed rapidly.In 2019,the GDP of Heping District has reached 94.5 billion yuan,with a year-on-year increase of 5.6 percentage points,especially in the service industry.In 2020,Heping District of Shenyang City was successfully selected as one of the top 100 major urban areas in China.It can be seen that this is an honor of great significance for Heping District,and it is an affirmation of the economic and social development of Heping District in recent years.The great stride of economic development in Heping District has posed a new challenge to the functions of the district government and the work efficiency of grass-roots civil servants.However,in recent years,the grass-roots civil servants in Heping District have shown a trend of slack in their work,both in terms of work attitude and work efficiency.The main reason is that the incentive mechanism cannot be effectively implemented,which leads to grass-roots civil servants Therefore,it is necessary to study the problems and deficiencies in the incentive mechanism of grass-roots civil servants in Heping District,which is of great significance for the management of grass-roots civil servants and regional economic development.Firstly,this paper introduces the background of the incentive mechanism of grass-roots civil servants and expounds the significance of the research.Based on this system,it combs the existing research theories and achievements about the incentive mechanism of civil servants in China and other countries,so as to lay the theoretical foundation of this paper.Through on-the-spot interviews and questionnaire survey,the paper discusses some situations of the incentive mechanism and the shortcomings On this basis,the improvement suggestions are put forward.Through a series of analysis,this paper finds that the current problems and deficiencies in the incentive of grass-roots civil servants in Heping District are mainly manifested in single incentive means,lack of perfect training mechanism and welfare system to be optimized.On this basis,the paper puts forward the corresponding improvement suggestions for the problems in the incentive of grass-roots civil servants in Heping District,mainly including establishing a perfect post evaluation system,carrying out the job competition for all employees according to their posts,evaluating the adaptability of the incentive mechanism,and making adjustments to further improve the strategic strategy of the incentive mechanism in Heping District.Finally,taking M sub-district office as an example,the practical application and effect analysis of the incentive mechanism improvement plan are discussed. |
