Research On The Role Of Government In The Construction Of Urban Smart Parking Platform In Suzhou

In recent years,there has been rapid development in Suzhou’s economy and society and residents’ living standards have continued to improve,which contributed to the continuous increase in the number of motor vehicles in Suzhou.The traditional parking management and operation model cannot efficiently allocate parking resources and can no longer meet the huge parking demand.In May 2021,the General Office of the State Council of the People’s Republic of China forwarded the " Opinions on Promoting the Development of Parking Facilities",proposing "optimizing parking information management" and "promoting intelligent parking services".The rapid development of smart cities and digital governments has imposed new requirements on the authorities of the parking industry in terms of marketing operations and collaborative governance.Constructing urban smart parking platforms is an important measure to realize the transformation of digital parking management to a smart one.Also,it is an inevitable requirement for the government to perform its duties.With the role of the government in constructing the urban smart parking platform in Suzhou as the research object,this paper explored the main role that the government should play in platform construction and the new requirements it faces.Through research methods such as observation,interviews,and questionnaires,this paper concluded that the government was still facing problems such as ineffectiveness in the overall planning,organization,and coordination,lack of overall planning and design of platform functions,and poor operation and management,etc.Through analysis,it is found that the root of the problems is mainly the lack of local laws and regulations and institutional mechanisms,the lack of government planning in the platform construction process,and the lack of supervision of marketing operations.From the perspective of new public services and good governance,this paper advocated improving the functions of the smart parking platform and establishing an effective platform operation mechanism based on promulgating smart parking management laws and regulations and supporting rules as soon as possible.At the same time,this paper encouraged market entities to participate in the platform construction to continuously improve smart parking service.Hopefully,this paper will provide a reference for the development of smart parking and platform construction for other cities in China.
