Research On The Problems And Countermeasures Of The Governance Of "Micro-Corruption" At The Grassroots Level By "Judging Linkage" In Kunshan City

Since the 18th National Congress of the Communist Party of China,the Party Central Committee has actively promoted inspections in cities and counties,and has continuously deepened the intensity and breadth of the anti-corruption struggle by focusing on institutional units above the departmental level as the main inspection targets.However,due to the large number of grassroots sites such as villages(communities),it is difficult for the inspection work to fully cover the grassroots.Kunshan City has innovatively carried out the " judging linkage" work of comprehensive and strict governance of the party,using it as a supplement and extension of inspections and supervision to strengthen the governance of"micro-corruption" at the grassroots level.Aiming at the phenomenon of"micro-corruption" at the grass-roots level,this study uses the "judging linkage"model in Kunshan City as a case study,and explores the innovation of governance of the grass-roots "micro-corruption" and governance effectiveness from the basic processes,methods,and operating background of the "judging linkage" model.At the same time,combining case study method and interview method,the study explores the problems and difficulties encountered in the development and promotion of the"judging linkage" model.The specific manifestations are following:in terms of political inspection,the review object and content are large;in terms of audit supervision,financial inspection and supervision are not in-depth;in terms of collaborative governance,clue identification and tracking are not closed loop.And from two subjective and objective perspectives,namely,the inherent difficulties in the governance of "micro-corruption" at the grassroots level and the problems of"judging linkage" itself,the reasons behind the problems are analyzed separately.Correspondingly,from the three aspects of improving the method of political inspection,standardizing government audit supervision,and optimizing the collaborative governance model,it puts forward measures and suggestions to improve the "judging linkage" model,promote effective governance of "micro-corruption" at the grassroots level,and promote the in-depth development of strict governance of the party.
