Analysis On The Problems And Countermeasures Of Local Governments In Promoting The Development Of Technological Business Incubators

Technology business incubators are an important carrier for promoting "mass entrepreneurship and innovation".This article briefly describes the basic concepts,main classifications,and main functions of science and technology business incubators.Taking Suzhou Industrial Park as a representative,through quantitative statistics,field visits,in-depth interviews,and other forms,we have a detailed understanding of the actual situation of government departments in Suzhou Industrial Park in promoting the development of science and technology business incubators,including the development background and history,main practices,and results,It also lists some cases and experiences of domestic and foreign government departments promoting the development of technology business incubators,providing some practical reference for the relevant countermeasures and suggestions.The analysis found that the government departments in Suzhou Industrial Park have made some progress in promoting the development of technology business incubators,but there are still many problems.From the government level,the main reasons are insufficient policy coverage,unsmooth management mechanism,unscientific financial support,insufficient concentration of innovation resources,and inadequate innovation ecology.The reasons for the problems were briefly analyzed,Provide some directions for the next targeted exploration of relevant countermeasures and paths to solve the problem.On this basis,this article combines theories such as public goods,market failure,and industrial policy to analyze some of the main problems that the government departments in Suzhou Industrial Park have encountered in promoting the development of science and technology business incubators.Based on the experience of government departments in advanced regions at home and abroad and in combination with regional realities,this article studies and proposes countermeasures and suggestions for local governments to promote the development of science and technology business incubators,including improving policy supply,Optimizing the policy environment;Optimizing system and mechanism,strengthening dynamic management;Strengthen the linkage between government and finance,and expand financing channels;Strengthen factor supply and enhance core competitiveness;Integrate innovation networks and create a good atmosphere for innovation and entrepreneurship,with a view to further promoting the high-quality development of science and technology business incubators in Suzhou Industrial Park.
