| In recent years,China has witnessed rapid development of high-tech business incubators.The number of incubators exceeded 5,000 in 2019 and reached 6,227 in 2021,ranking first in the world in both scale and success rate.The rise of high-tech business incubators has made important contributions to national and local improvement of science and technology innovation,economic benefits and employment.As the guide and service provider,governments at all levels play an important supporting role in the development of high-tech business incubator,but at the same time there are many problems.Taking the science and technology pioneer park in L City as an example,this study intends to use literature research,field interviews,case studies and other methods,based on governance theory,new public service theory,and government role theory,to summarize the current situation of government functions in the development of incubators,and conduct empirical research on the existing problems of government functions in the development of incubators.The causes of these problems were analyzed in depth,and on this basis,countermeasures and suggestions were put forward on how to further promote the government function in the development of incubators.In this paper,it is found that the status quo of government functions in the development of incubators is as follows:(1)the introduction of policies at the national level supplemented by local levels;(2)financial support with tax reduction as the main source and fund return as the secondary source;(3)cultivate talents with the main focus and introduction as a supplement;(4)the incentive mechanism that financial incentive and spiritual incentive complement each other.In the development of incubators,the prominent problems of government function are:(1)inadequate policy guarantees;(2)the macroeconomic regulation function has not been effectively exerted;(3)the incubation ecological chain is not perfect;(4)insufficient legal protection;(5)inaccurate positioning of the management team.The reasons for the problems are:(1)inaccurate role positioning;(2)deviation of administrative guidance;(3)lack of top-level design and foresight;(4)lack of judgment and analysis of the new situation;(5)insufficient understanding of the role of professional teams.On this basis,this paper proposes the following targeted countermeasures and suggestions:(1)the government provides financial support;(2)develop policies and regulations;(3)establish a service platform;(4)strengthen talent cultivation;(5)promote industrial upgrading. |
