Research On Government Behavior In The Development Of Science And Technology Business Incubator

Technology business incubator originated from America in 1959,which marked by the world’s first technology business incubator--Batvia,later was introduced to Europe where it was called Innovation Center.With China’s reform and opening-up and the development of socialist market economy,small and medium-sized enterprises have sprung up on the horizon.The mechanism aiming to provide a "hotbed" for the development of start-ups was successfully introduced to China by several graduating youths in June,1987.They established the first technology business incubator in Wuhan Hongshan District--Wuhan East Lake New Technology Entrepreneur Center,thus opened the construction of the national "Torch Plan" project led by the National Ministry of Science and Technology and introduced the technology business incubator construction into the fast lane.This dissertation begins with the interpretation of the practical characteristics,historical changes and development trend of the technology business incubator.It extracts the scientific development direction of the technological business incubator on the basis of comparing different starting points,focus and footholds of the technology business incubator between Chinese and American governments.This paper takes the Hongshan District of Wuhan as the representative to carry on case study,aiming to analyze the typical cases in supporting the development of the technology incubator by Hongshan District of Wuhan--the birthplace of the Chinese technology business incubator and the intelligence-intensive central urban area,and to compare the present situation of government behavior in the development of the technology business incubator at home and abroad,thus puts forward optimize countermeasures in the development of the technology business incubator of Hongshan district government.All of these efforts provide new beneficial reference for promoting the efficiency of the government,especially the county(city and district)level in the development of the technology business incubator and provide more powerful and dynamic force to push the incubator service platform to make contribution to the high quality development of scientific and technological innovation.This paper focuses on the subject of government behavior in the development of the technology business incubator,using the subject knowledge of management,economics,politics and government behavior to analyze and explain in the following six aspects:the first part briefly expounds the research value and significance of the project.It briefly puts forward the problems and deficiencies of government behavior,analyzes the important value that government behavior deserves to be deeply studied and discussed,and puts forward the research methods and technical routes combined with the actual development of Wuhan Hongshan District.The second part is the theoretical analysis of the relevant concepts and development status of the technology business incubator.In thethirdpart,the author analyzes the government behavior of Wuhan Hongshan District in the development of the technology business incubator and makes a detailed explanation of its development background,advantages,present situation,government behavior and existing problems.Thefourth part is mainly focuses on the comparative analysis of government behavior in the development of technology business incubator to get the cause of problems and deficiencies.The fifth part emphatically puts forward the countermeasure to the government behavior of Wuhan Hongshan District in the development of the technology business incubator.Part six is the summary of full text.
