| Development is the absolute principle and talent is the key.Especially in the current situation that China is accelerating the transformation,there is an urgent need for a large number of high-quality talents.In 2003,the Central Committee of the Communist Party of China and The State Council held the first "National Talent Work Conference" and put forward the concept of "talent power" for the first time.In 2008,the state implemented the "Thousand Talents Plan",in 2010,the "second",and in 2021,the "Central Committee" was held in Beijing.From "national" to "central",this is the party’s management of talents,but also the country attaches great importance to the work of talent is an inevitable.In recent years,Y County of Ningxia,under the strategic guidance of "talent strong County",has formulated a series of talent introduction policies,providing strong support for talent introduction,management and service of Y County.However,Y County still has many problems in talent introduction,such as late start,relatively simple way of talent introduction,low total talent,etc.In the context of the current development,Y County needs effective solutions.The author makes full use of the four main influencing factors in Smith’s model to analyze the implementation of talent introduction policy in Y County,and puts forward improvement measures.By using a variety of research methods,such as literature research,questionnaire survey and interview,this paper makes a comprehensive analysis of the implementation effect of talent introduction policy in Y County.The results show that there are still some problems,such as homogeneity of policy content,unclear responsibilities of executive subjects,low satisfaction of target groups on policies,and low matching degree between policies and environment.At the same time,according to the questionnaire and interview content,and in view of these problems,the deep-seated causes of problems are analyzed.In view of the many problems existing in Y County’s talent introduction policy,through extensive reading of literature and statistical analysis of the data obtained in the questionnaire,Y County’s talent policy implementation as the research entry point,through the on-site interview and survey opinions and suggestions,the corresponding improvement measures for Y County’s talent introduction policy implementation are proposed.And the analysis of this paper is expected to play a certain reference role in the economic development of other economically backward areas like Y County with a lower level of economic development. |
