Research On The Problems And Countermeasures Of The Management Of Detainees In A City Women’s Detention Center

The report to the Party’s 20th National Congress pointed out that the rule of law in all respects is a profound revolution in the governance of the country and is vital to the Party’s governance and the rejuvenation of the country,the happiness of the people,and the long-term peace and stability of the Party and the country.The party and the state attach great importance to the construction of the rule of law and the protection of human rights.As the detention of law enforcement organs,the protection of human rights issue has been pushed into the center of public opinion.The management level and ability of detention house is an important performance to highlight the degree of national rule of law.With the development of society,the change of crime types and the increase of female crime rate,the number of female detainees is also on the rise.The management of this part of personnel has become an issue that the public security supervision departments pay more attention to.Under the requirement of classified detention,the number of independent detention centers for women gradually increased.Research on the management of female detainees is conducive to the early return of female criminal suspects to society and the improvement of social governance efficiency.Based on risk management theory,fine management theory and psychotherapy theory,this paper uses literature method,questionnaire method and interview method to investigate and study the current management status of women’s detention center in A City according to the unique physiological and psychological characteristics of female detainees and the particularity of their social roles.The safety management of physical defense and civil air defense,the education management in multiple ways and contents,the meticulous and standardized life and health management,the people-oriented medical management,and the achievements have revealed the limitations of the safety management means in the management process of the women’s detention center in A City,the difficulties in the education management of special objects,and the overcorrection of human nature in life management to a certain extent.There are still some drawbacks in the medical management,as well as the serious shortage of police force in the management subject.The reasons for the management problems are analyzed:the software and hardware can not keep up,the corresponding laws and regulations of detention houses are not enough to support,the rights and obligations of detainees are unbalanced,the reform of medical socialization in prison is still a long way to go,and the lack of incentive for the civilian auxiliary police in women’s detention houses.In order to meet the development requirements of high-quality public security supervision in the new era,effectively safeguard human rights,and standardize the law enforcement management of women’s detention centers,this paper proposes to strengthen the intelligent means of security management,improve the construction of relevant laws and regulations of detention centers,and adhere to the organic combination of standardized management and humanized management.Explore A series of countermeasures to improve the management efficiency of women’s detention centers in A city,such as the new mode of medical treatment in detention centers and the strengthening of ecological construction of women’s detention centers.In order to effectively protect the human rights of female detainees,improve the management level of women’s detention centers,and then make due contributions to the enhancement of our rule of law level.
