The Research On The Problems And Countermeasures Of The Deputies To The People’s Congress In Y City(2011-2018)

With the rapid development of China’s economy and the continuous awakening of civil political consciousness,people are pursuing material and cultural life at the same time,More attention has also been paid to democracy,the rule of law,equity and justice,and the will of citizens to participate in politics is growing.Deputies to the basic people’s congresses come from the masses and can accurately grasp the demands of the people’s interests.They are the spokesmen and defenders of the people’s interests.Whether the grassroots deputies can fully perform their duties directly affects the realization of the people’s democratic rights and the exertion of the superiority of the people’s congress system.At present,the work of grass-roots representatives in parts of China is restricted by various reasons,and its functions are not ideal.By absorbing and referring to the existing academic achievements,the author expounds in depth the concept of representative,summarizes the theoretical basis for the performance of the representative,and lays the theoretical foundation for the completion of this paper.At the same time,in light of the actual work of the NPC representatives in Y city,this paper makes an in-depth study on the current situation of the Seventeenth NPC deputies in Y city and the Eighteenth NPC deputies in their performance of their duties,Summary of the Y Municipal People’s Congress Deputies to the People’s Congress Lack of Awareness of Performing Duties,Insufficient Ability to Perform Duties,Weakening Effect of Performing Duties,Need to Further Optimize Performance Environment and Other Specific Issues,The author sums up and analyzes the possible causes of the problems one by one,deeply analyzes the root causes of the problems,and innovates to improve the work of the grass-roots people’s congress to promote the level of the ability of the deputies to perform their duties as a starting point,By optimizing the people,strengthening the work and promoting the informatization construction of the people’s congress,we can stimulate the vitality of the representatives in performing their duties and bring into play the principal role of the representatives so as to safeguard the rights and interests of the people and promote the institutionalization,standardization and procedure of socialist democracy.
