A Research On The Performing Duties Ability And Optimization Strategies Of Diputies To The People’s Congress At County Level

According to the constitution and the law,deputies to People’s Congresses at all levels are members of the organs of state power at the same level,which shows that these deputies are a special public position.Improve the ability of People’s Congress representative of role,strengthen the role and actual effect is the broad masses of the people involved in the management of public affairs in accordance with the law in our country,the key to safeguard their own rights and interests and promote the well-being of the people’s livelihood,to adhere to and improve the People’s Congress system and give full play to the superiority fundamental political system,speed up the national reform and development of the total goal is of great significance.In recent years,with the orderly progress of the reform of comprehensively governing the country by law and the continuous strengthening of the concept of "governing the country according to the constitution",deputies to the People’s Congress——especially the ability of grassroots deputies to perform their duties,has increasingly become a hot issue of public concern.From a theoretical perspective,whether deputies to grassroots People’s Congresses can effectively perform their duties in accordance with the law reflects whether the system has been effectively implemented and whether the rights of the people as masters of the country have been effectively guaranteed.In practical terms,compared with deputies at national level,provincial level and municipal level,deputies at the county level are directly elected by voters and in large Numbers.They can directly listen to the voice of more people and reflect the opinions of the grass-roots level,which is an important starting point for realizing the modernization of the national governance system.This article through the analysis of the content and the change of the representative theory at home and abroad,the definition and analysis of People’s Congress at the county level and its ability to enable the concept and connotation,comb in Wenzhou L district People’s Congress of role status quo,existing problems and analyzes its reason,on the basis of proposed need to have a job at the county level People’s Congress focus on the current capacity,and the corresponding countermeasures and improving ways.This paper is mainly divided into five parts.The first part is the introduction,which expounds the background and research significance of the topic,sorts out the research status at home and abroad,introduces the key research contents and methods,as well as the key points,innovations and difficulties of the article.The second part is the theoretical and legal interpretation of the ability of deputies to perform their duties at the county level.This part mainly introduces and analyzes the theoretical basis of the performance,statutory functions of the deputies at the county level,and summarizes the requirements of the performance of the deputies at the county level.The third part is the analysis of the performance ability of deputies of District L People’s representative,This part is mainly to conduct a systematic study on the performance of the deputies in district L of Wenzhou city,and summarize the outstanding problems in the performance of the deputies at the county level in recent years.The fourth part is the analysis of the reasons why the ability of deputies at county level to perform their duties has not been given full play.Through the analysis and comparison of the situation in L district and other areas,the main factors restricting the ability of grassroots deputies to perform their duties are obtained.The fifth part is the ways and countermeasures to improve the ability of the deputies to perform their duties.In view of the reasons that restrict the deputies to perform their duties adequately,the countermeasures and suggestions are put forward.
