| As a county-level city under the jurisdiction of Suzhou,City A of Jiangsu Province has a high number of motor vehicles and great pressure on traffic management.However,due to the limitation of the establishment of civil servants,the police in City A are relatively lacking,and the traffic police alone(hereinafter referred to as traffic police)cannot effectively deal with the organization and management of urban traffic in the new era.Therefore,as a powerful assistant to the traffic police,the traffic auxiliary police came into being and played an important role in assisting the traffic police to ensure traffic order and serve the people.The addition of traffic auxiliary police has effectively alleviated the serious shortage of police force,optimized the allocation of police resources,strengthened the relationship between police and people,reduced the financial burden,solved the employment of local youth,and made important contributions to public security work.At present,the traffic auxiliary police bear a lot of heavy simple transactional and mechanical procedural police work,and the traffic police can be more engaged in law enforcement and handling cases.It can be said that without traffic auxiliary police,many of the work of public security traffic management cannot be carried out normally.However,through field investigation and research,the author finds that there are also many problems in the organization and management of traffic auxiliary police in A city,which can further optimize and improve the organizational efficiency.Based on this,this paper takes the current situation of the organization and management of traffic police auxiliary police in A city as the research object,and uses case analysis method,questionnaire method and interview method to analyze and point out the five major problems of the organization and management of traffic auxiliary police in A city:unclear responsibilities and rights,unreasonable organizational structure,irregular assessment of auxiliary police,imperfect training mechanism and limited career prospects.On the basis of in-depth analysis of the above problems,the causes of the problems are summarized:the absence of law and the needs of the grass-roots level,the dislocation of the management functions of the grass-roots level and the brigade,performance management is simply equivalent to performance appraisal.,the old and backward training concept and system,and the lack of specific supporting policies.By studying and drawing on the mature experience of the management of auxiliary police in Hong Kong,Shenzhen and Yiwu,this paper puts forward five specific countermeasures to optimize the organization and management of auxiliary police,such as perfecting the legal system,clarifying the division of management functions,optimizing the performance appraisal management,reforming the training system and enriching the career outlet. |
