Education is the cornerstone of national rejuvenation and social progress."Reducing the burden of education" has been a hot topic since the beginning of the new century.Countless policy makers have been constantly exploring the balance between test-taking education and "burden reduction",trying to find an optimal policy,and have introduced many policies,but have not achieved obvious results.Since the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Compulsory Education Stage(hereinafter referred to as the"Double Reduction Policy")on July 24,2021,the words "burden reduction" has once again appeared on the hot search list,indicating education has entered another new historical period of reform.Based on the investigation of the implementation status of the "double reduction"policy in Suzhou,combined with life education theory and game theory,and taking the Smith model of public policy implementation as the analysis framework,this study analyzes the educational problems exposed in the implementation status of the "double reduction" policy,such as the lack of construction of students’ after-school service system,insufficient increase in the quality and efficiency of school education,the inability to treat both symptoms and root causes of off-campus training,and parents’insufficient support for the policy.The possible causes include the education authorities supervise weaknesses,the path dependence of traditional educational concepts.Through case analysis,questionnaire survey and interview,relatively reasonable optimization measures are proposed:in terms of policy,the government should improve the after-school service system and clarify the tripartite linkage responsibilities of parents,schools and communities;In terms of implementation subjects,schools should standardize the teaching details of teachers and staff,and optimize the basis for teacher evaluation and student further education assessment;The competent departments of education should strengthen supervision and management mechanisms,improve the implementation of policies,and create a good environment for reducing burdens.Finally,the research conclusions of the implementation problems and countermeasures of the"double reduction" policy are analyzed again,and the rationality and limitations of the research are summarized,which has a certain reference role for how to better implement the education burden reduction policy.
