| As an important government governance reform measure promoted by the Beijing Municipal Government in 2019,it is a new concept and new working mechanism.It adheres to the principle that people should respond to their own calls.By integrating system functions,it responds to citizens’ policy consultation,complaints,suggestions,etc.,and tracks and properly handles people’s non-emergency problems.This mechanism is an effective driver of social governance efficiency at the grassroots level and contains profound governance value.It can improve the government’s ability to obtain factual information and make scientific decisions in urban governance,and it is of great significance to carry out in-depth research on it.However,there are few relevant studies in China.By means of literature analysis,case analysis and comparative study,this paper takes Beijing Housing Accumulation Fund Management Center as an example,and points out that there are problems such as the degree of attention needs to be improved,the strength of the team needs to be strengthened,the assessment pressure is too large,the evaluation calculation process needs to be improved,the internal supervision and inspection needs to be strengthened,and the level of intelligence and informatization needs to be improved.Based on the analysis of the reasons,combined with the relevant experience at home and abroad,this paper puts forward optimization measures such as improving service awareness,strengthening team construction,improving staff service ability,improving assessment mechanism,deepening the reform of discipline inspection and supervision system,and strengthening internal supervision. |
